Component Mission

The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security.

Responsibilities

Major Duties and Responsibilities (MDRs)
  • Work closely with National Intelligence Council (NIC) authors, tradecraft specialists, and the NIC Front Office to conceptualize and then deliver maps that provide clear and novel insights for analytic products.
  • Apply principles and theories of cartography, graphic design, data visualization, color theory, layout, and typography to implement map ideas that communicate effectively.
  • Keep up-to-date with cartographic design technologies, tools, techniques, and trends.
  • Develop best practices and standards for NIC maps and finished production templates.
  • Assist in developing criteria and a follow-on process for evaluating whether a map is required for a NIC product.
  • Mentor other APS cartographers and NIC authors in visualization theory and techniques. Lead workshops on designing effective intelligence maps.
  • Coordinate closely with the many disciplines involved in production, including other cartographers, designers, publications officers, authors, and the NIC FO.
  • Participate in relevant IC groups that correspond to the production of maps in finished intelligence.
  • Proactively seek feedback from customers to improve the relevance, quality, and timeliness of NIC maps.
  • Attend the NIC's Editorial Review Board to receive feedback on the use of maps in NIC publications.
  • Recognize, value, build, and leverage diverse collaborative networks with the ODNI and across the IC.

Position Information
This is an opportunity for:
  • An internal or external candidate to fill a GS-14 cadre position.
  • A Federal Government employee to serve on a two-year reimbursable detail assignment in the ODNI. The detail assignment may be extended an additional year if all parties agree.
Who May Apply
Current GS employees at the same grade or up to two grades lower than the advertised position grade may apply.
Former members of the Peace Corps may be considered for ODNI employment only if five full years have elapsed since separation from the Peace Corps.
  • For a cadre assignment:
    • Current ODNI permanent cadre.
    • Current ODNI Staff Reserve Employees. (A staff reserve employee who currently occupies this position may not apply.)
    • Current Federal Government employees. (Current GS employees at the same grade as the advertised position grade may apply.)
    • Candidates outside the Federal Government.
  • For a detailee assignment:
    • Current Federal Government employees. (Current GS employees at the same grade or up to two grades lower than the advertised position grade may apply. )
Salary Determination
  • The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.
  • For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience.

Education

Mandatory and Educational Requirements
  • Strong critical thinking and writing skills.
  • Demonstrated ability to produce maps for finished analytical products.
  • Previous experience in leading conceptualization sessions and assisting authors in discerning whether a map is required, and if so, how to most effectively communicate the analytical story with a map.
  • Demonstrated ability in the use of a broad range of cartographic tools and approaches to present data, including Adobe Creative Suite (primarily Illustrator, InDesign, Photoshop, and Acrobat) and mapping software, such as ArcGIS and Avenza MaPublisher.
  • Strong interpersonal, organizational, and problem-solving skills.
  • Demonstrated ability to work effectively both independently and in a team.
  • Familiarity with copyright laws.
  • Creative problem-solving skills and superior ability to provide leadership in carrying out mission responsibilities.
