Summary

The Office of Strategic Planning and Performance Improvement (OSPPI) builds department-wide management capabilities by leading organizational performance processes, setting program management policy, providing internal consulting services, and supporting continuous process improvement. OSPPI is responsible for implementation of multiple statutory requirements, and provides assistance on key initiatives that helps Treasury bureaus and policy offices address strategic and operational challenges.

Responsibilities

The incumbent will:

- Serve as advisor and consultant to the Assistant Secretary for Management/Performance Improvement Officer (PIO), and other senior Treasury executives to identify and improve key management and organizational performance initiatives and outcomes.

- Lead the implementation of quarterly performance and budget reviews for Treasury bureaus and policy offices. Aligns quarterly sessions with the management goals of the Department. Facilitates successful data-driven decisions by working with Treasury bureaus and Office of Management staff to organize productive meetings and succinct presentations.

- Identify opportunities for program and process improvement. Advise and facilitate the successful outcome of high-impact performance improvement projects.

- Provide program direction, goals and strategies to successfully implement a process improvement training program to support communication, customer involvement, and execution of projects to meet program goals and objectives. Manage the Treasury-wide Continuous Process Improvement training.

- Set 'critical to quality' process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle time. Define key metrics and performance goals, and measures of success.

- Provide executive leadership in the creation and implementation of performance metrics in alignment with the Government Performance and Results Act. Oversee the collection, analysis and dissemination of organizational performance management data. Oversee the performance elements organizational performance reporting.

- Serve as a change agent for the agency with responsibility for driving performance improvement throughout the organization.

- Oversee the creation and implementation of Treasury's Strategic Plan, including the strategic plans for all Treasury Bureaus.

- Keeps abreast of significant developments that affect Treasury Department policies and operations; and assures that the Assistant Secretary for Management and other Treasury officials, as appropriate, are kept informed on such matters.

- Develop options on significant issues for presentation and recommends performance based actions and implementation to the Assistant Secretary and other senior officials. Provide accurate, thorough analysis and recommendations.

- Provide executive leadership and direction to staff in day-to-day operations; develop and train staff; evaluate and appraise the performance of staff members and provide coaching and guidance to ensure efficient delivery of all products and services.

- Represents Treasury to other departments, bureaus and agencies, private sector and other interested parties on matters relating to the functional area, and

- Other duties as they may be assigned.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address both the ECQ's and MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES) and are in addition to the specific mandatory technical qualifications listed below. ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision.

ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building.

ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility.

ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.

ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, political savvy, influencing/negotiating.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQ.

MTQ 1- Extensive experience in process improvement, strategic and risk management, project management, performance measures and metrics, and change management techniques.

MTQ 2- Extensive experience in the ability to drive organizational change at a large company or department, across a variety of business lines. Demonstrated experience leading and managing staff and projects to achieve high performing, data-driven results.

MTQ 3 - Extensive experience implementing statutory requirements at a large company or cabinet-level agency.
