Responsibilities

If selected for this position, you will join a well-respected team in the Civil Division that is responsible for the auditing of healthcare fraud and affirmative civil enforcement cases. Typical work assignments will include:
  • Providing expert auditing and accounting services in investigations involving highly complex financial transactions.
  • Analyzing and auditing a large variety of accounting systems.
  • Reconstructing partial or inadequate records.
  • Preparing concise and accurate audit reports.
  • Developing, coordinating, and issuing technical audit guidelines and instructions applicable to financial audits and investigations.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-12: In order to qualify for the GS-12, you must have at least one full year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as experience involved performing the following types of duties: serving as an auditor examining and analyzing complex financial and accounting systems, records, transactions, programs, and internal controls/activities, as well as experience investigating and interpreting financial operations to determine if fraud and/or other legal violations of statutes have occurred in order to recommend appropriate legal action.

GS-13: In order to qualify for the GS-13, you must have at least one full year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as experience that includes performance of audit activities related to the detection of health care fraud, waste, or abuse; obtaining detailed financial information on targeted entities; reconstructing partial or inadequate records; identifying, extracting, manipulating, and summarizing data into easily understandable formats; producing formal audit reports; presenting written findings and recommendations to management authorities; and participating in witness interviews.

Degree: I have an accounting/auditing degree; OR I have a degree in a related field such as business administration, finance, or public administration that included or was supplemented by at least 24 semester hours in accounting. The 24 hours may include up to 6 hours of credits in business law.

Combination: I have at least 4 years of experience in accounting/auditing, OR an equivalent combination of accounting/auditing experience, college-level education and training that provided professional accounting/auditing knowledge. In addition, my background includes at least ONE of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (may include up to 6 hours of business law). 2). Certification as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours), provide that (a) I have successfully worked at the full-performance level in accounting, auditing , or a related field, (e.g., valuation engineering or financial institution examining); (b) a panel of at least two high level profession accountants or auditors have determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year-course of study; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
