Summary

The Center Operations Directorate at NASA Langley Research Center (LaRC) is currently seeking interested applicants for the position of Deputy Electrical Standard Practice Engineer in the Standard Practice & Environmental Branch (D406). Serves as senior technical contact for operations and maintenance projects for the installation, maintenance and repair of horizontal infrastructure, utilities, research systems and building systems.

Responsibilities

  • Plans, designs, or develops the electrical equipment or systems used to power or control research or development facilities, and the equipment or process systems which are integrated or associated with such facilities,
  • e.g., wind tunnels, test stands, scientific laboratories, space environment chambers, arc jets, and flight simulators. The work may also include modifying, constructing, maintaining or operating the facilities, equipment, and systems.
  • Performs electrical engineering development and design work for facilities, equipment, and/or systems for aeronautical projects.
  • Coordinates the development of designs for large multi-purpose, multiple-phase projects. Serves as lead engineer and designer for long-term tasks and projects in areas such as research facility controls and power.
  • Responsible for the design and construction of the electrical system to support experimental equipment, test systems, unique buildings, and facilities used for aerospace development activities.
  • Provides final designs where the requirements have been defined in terms of design criteria and preliminary design. Performs extensive and in-depth designs for new systems or modifications to existing systems or structures.
  • Applies an advanced technical knowledge of methods, precedents, and standards to a broad Subject-matter field. Resolves unusual demands caused by extraordinary urgency, public interest, economic constraints, or environmental requirements.
  • Serves as a senior design engineer for facilities, systems, or equipment that utilize new technology and are considered to advance the state-of-the-art in engineering design.
  • Performs product development engineering work. Serves as the technical specialist for the organization in the application of advanced theories, concepts, and principles to governmental or contract development work.
  • Plans, organizes, directs, and coordinates development programs requiring diverse creative and support efforts contributed by others such as laboratories, contractors, and design agents.
  • Tackles problems of a controversial or novel nature for which limited applied research and exploration has been previously accomplished.
  • Conducts studies to determine the feasibility of various advanced engineering approaches, and establishes requirements to meet new or inadequately fulfilled technical objectives.
  • Translates requirements into aerospace, electrical, electronic, or mechanical principles to describe and specify development and application programs.
  • Performs overall systems analysis and integration for complex equipment under development such as aircraft, missile, or communications network. Guides and evaluates the design and development activities of contractors and others.
  • Investigates/evaluates alternative development approaches and combinations of engineering characteristics. Balances most desirable application of engineering principles with the exigencies of costs, priorities, schedules, and supporting requirements.
  • Determines the need for further research/investigation, and alters approaches considered unfruitful or unsatisfactory. Confers with other engineers, scientists, and user organizations to develop objectives in more detail and to reconcile conflicts.
  • Represents the organization or agency in high-level conferences and meetings, explaining and interpreting policies and requirements to others, and negotiating important issues with other groups.
  • Serves on technical committees that develop and establish criteria and standards and plan joint investigations.
  • Represents the organization in presenting and justifying comprehensive proposals for major development efforts, evaluating proposals of others, and negotiating compromise in basic design requirements and characteristics.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

For the GS12: Examples of specialized experience include electrical engineering experience planning, commissioning, troubleshooting, designing, or modifying electrical equipment and systems that utilize and distribute power in an industrial setting. This experience should include familiarization with high voltage distribution systems, protective device coordination, and applying electrical codes and standards in the broad electrical discipline.

For the GS13: Examples of specialized experience include electrical engineering experience planning, commissioning, troubleshooting, designing, or modifying electrical equipment and systems that utilize and distribute power. This experience should include high voltage distribution systems, protective device coordination and knowledge with applying electrical codes and standards in the broad electrical discipline; and familiarization with the application of industrial controls and/or drive systems.

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, computer science, or other appropriate field of engineering or physical science. Degrees in engineering technology are not considered to be qualifying for this position.
