Summary

The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief, Economic Applications Division (EAD).

This position is a Senior Executive Service (SES) career-reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

Responsibilities

The Chief, Economic Applications Division (EAD) has full responsibility for providing executive leadership to ensure that development and production applications, automated processes, and computer programs and systems are consistently secured and maintained, broadly understood, follow enterprise standards, and implemented in all economic and government censuses and related surveys in accordance with Census Bureau information technology polices, practices, and infrastructure.

The Chief, EAD will:
  • Provide direction for computer processing of the Economic Census and Census of Governments; lead the planning and development of information technology systems which capture, tabulate, and produce the varied outputs of the Economic Census, Census of Governments, and related surveys.
  • Oversee the development, preparation and testing of programs for the processing required in conjunction with the development, improvement, and maintenance of the business register, the government unit master address file, and other related databases; provide direction for ensuring the maximum efficiency of programs to achieve statistical objectives and the effective and timely application of new and improved programming techniques, including the use of commercial software products.
  • Lead consultations and negotiations with program sponsors and subject matter managers to ensure design of the most efficient processing systems and lead consultations with program sponsors (outside the Census Bureau and within the subject matter divisions) regarding recommendations for alterations to specifications in order to achieve maximum utilization of computer systems at minimal costs.
  • Provide direction for the effort to define the basic principles, methodologies, and capabilities of the collection systems and the computer processing requirements of censuses, selected surveys, and special data files and systems.

25% or less - Travel may be required to attend professional conferences and meetings, and represent the Census Bureau to government and non-profit organizations, businesses, etc.

Professional and Technical Qualifications (PTQs):

PTQ#1- Demonstrated technical experience with and knowledge of centralized and distributed computing systems and IT infrastructure management in outsourcing software systems, system integration, and the transformation of legacy systems to improved computer network systems.

PTQ#2- Demonstrated ability to manage and resolve issues on large, complex IT projects including the capacity to develop, implement, and maintain project efficiency; evaluate IT investments; provide accountability for the expenditure of IT funding; and re-engineer business processes.

PTQ#3- Knowledge of the principles, methods, and techniques of information technology contracting and acquisition processing, project and program planning, budgeting, and evaluation.

Education

A degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the adaptation of applications, systems or networks OR equivalent IT experience. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training.

Additional information

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
