Summary

Serves as a Range Integration and Test Facilities Manager in the Suborbital and Special Orbital Projects Directorate at NASA Goddard Space Flight Center assigned to Wallops Island, VA responsible for day-to-day range operations; access to range facilities; safe and effective launch systems as well as integration & test facilities; and providing technical leadership to launch range support systems and integration and test facilities for vehicles such as the International Space Station (ISS).

Responsibilities

  • The duties described below are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • Serves as Range Integration and Test (I&T) Facilities Manager on Wallops Island overseeing day-to-day operations, access to range facilities and ensuring launch systems and integration and test facilities are in safe and effective order.
  • Supports Range I&T facilities and other launch range support systems; provides technical leadership in receiving/generating mission support requirements, identifies/analyzes issues; recommends/develops resolutions to problems.
  • Participates in development of new plans, schedules, or methods to accommodate requirements changes; determines objectives and approaches needed to achieve objectives; reports statuses, and provides other input as needed.
  • Works with launch range support systems (e.g., launchers, firing systems, payload support systems, etc.) to prepare and perform detailed engineering tests for items like prototype experimental hardware supporting launches.
  • Services, maintains and/or repairs extremely complex analog and digital electronic systems (e.g., high pressure systems controls, clean room facility control systems, crane control systems, firing systems and launchers).
  • Develops, organizes, and implements functional short-and long-range plans for Range I&T facilities and launch systems projects.
  • Conducts functional inspections for compliance with systems certifications, policies, plans, regulations, and work planning.
  • Technical lead, providing definitive technical guidance to contractors engaged in activities supporting International Space Station Range I&T facilities, and Island launch and test operations.
  • Supports contractors in the operation, maintenance, design, and safety of various spacecraft/launch vehicle integration and test systems. Confers with contractors and design engineers to resolve issues; prepares sketches and specifications.
  • Monitors contracts; reports on cost, schedule, and technical status of Range support contracts.

Qualifications

Federal employees must have one year time-in-grade at the next lower grade level to be eligible.

Applicants must have one year of specialized experience at the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-12 consideration, specialized experience is defined as professional experience that included working with suborbital launch systems and/or vehicle processing facility operations; and aiding in the implementation and planning of mission related activities.

To qualify for GS-13 consideration, specialized experience is defined as professional working experience that included working with suborbital launch systems including launchers, control systems, launch firing systems vehicle processing facility operations, and/or payload support systems; and developing plans, schedules, and methods for mission requirements.
