Management Analyst I

An Overview
The Department of Transportation & Environmental Services (T&ES) Stormwater Management Division is seeking a Management Analyst I to perform professional work in supporting administrative, human resources, and budgeting functions. This includes a knowledge of public finance to assist in developing the Stormwater Management Utility 10-Year Plan for the annual operating and capital budget; processing invoices for payments, requisitions and purchase orders; and managing day-to-day administrative office functions. Work is performed under the general supervision of the Division Chief and latitude for independent action is encouraged.

The Management Analyst I in the T&ES Stormwater Management Division carries out City administrative and operational procedures and is responsible for preparing budget and financial activity reports to monitor budget performance, assisting in the preparation of contractual documents, assisting in outreach even logistics, and completing administrative tasks.

This position must take a highly proactive approach to work, think strategically to formulate solutions, and possess strong verbal and written communication skills to work effectively with the public, coworkers, consultants, and elected officials.

The Opportunity
  • Monitors operating budget and prepares statistical budget activity reports, special reports and spreadsheets;
  • Performs administrative and financial activities such as purchase requisitions, purchase orders, receiving reports, ordering supplies, processing payment vouchers, monitoring vendor contracts, completing travel vouchers, using purchase card and performing monthly reconciliation reports, and other office duties;
  • Assists in preparing the annual budget, to include the Stormwater Management Utility 10-Year Plan for three operating budgets and the 10-year capital improvement program (CIP);
  • Assists staff in membership renewals, training registrations and certification testing registrations;
  • Maintains personnel files and prepare reports on employee payroll allocations;
  • Assists as needed in processing time and attendance reports using Kronos system;
  • Researches availability and provide announcements for state, federal and other grants;
  • Assists in the preparation of reporting on general assembly legislative items, preparation of docket memoranda and drafting of other correspondence;
  • Tracks and maintains capital project funding spreadsheet, to include unallocated balances and prior-year funding, enters project estimates, and project costs related to purchase order amounts and change orders and rectifies with financial software system; and
  • Performs related work as required.

The Ideal Candidate
To qualify for this position, all candidates must possess a Four-Year College Degree in public or business administration, and one year in management analysis, customer service relations resolving end-user problems, or a closely-related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

To be considered as the ideal candidate, one should possess two years of experience in public finance public administration, human resources, finance accounting, creating spreadsheets and budget preparation, vendor procurement methods; contract management to include and tracking expiration dates; ability to analyze and interpret budget reports; ability to perform the tasks of the position independently and to make decisions, especially in the absence of the supervisor; ability to maintain effective working relationships; ability to communicate clearly and effectively, both verbally and in writing; experience in administration of a stormwater or other utility program.
