Responsibilities

The incumbent is assigned to the Federal Bureau of Investigation (FBI) Counter-Terrorism Division's National Joint Terrorism Task Force (NJTTF). As such, they design, initiate and manage the collection, analysis, and dissemination of operational and strategic intelligence as it relates to counter-terrorism.

As the BOP's subject-matter expert (SME) on counter-terrorism issues, the incumbent will be responsible for oversight of the Correctional Intelligence Initiative (CII) as well as the coordination of law enforcement and intelligence community activities with the BOP's Counter-Terrorism Unit. They represent the BOP's counter-terrorism intelligence and security interests both nationally and internationally, while at the same time directly participates in the management, planning, design, and production of general FBI intelligence products and services. The products developed by the incumbent are used for operational intelligence purposes and counter-intelligence forecasting.

As a condition of assignment to this position, the selectee must maintain a final "TOP SECRET" clearance. The selectee handles CLASSIFIED documents and communications in a manner consistent with Executive Order 12356, 28 CFR part 17, and appropriate DOJ orders.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education

There is no substitution of education for specialized experience for this position.

Experience

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service.

Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.

Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.

Some examples of this qualifying experience are:

GS-13:
  • Experience working closely with all parties to ensure that the BOP is kept abreast of the status of all inmates entering custody or releasing to the community where their offense behavior is related to terrorist acts or threats to national security.
  • Experience establishing direct and indirect contacts with law enforcement and the courts in order to obtain indictments, arrest warrant affidavits, proffers, sentencing memoranda, pretrial detention reports, bail determination reports, USPO form #1 working papers, and similar sensitive original source law enforcement documentation regarding groups pending indictment, or already being held in BOP custody.
  • Experience conducting inquiries on contract and volunteer staff to determine if they have been involved in criminal activity, or have been identified as a person of interest in an investigative or intelligence matter subsequent to initial NCIC or TSC screenings.
  • Experience reporting irregularities in inmate financial transactions, documentation and research of community contact addresses and phone numbers in the TRUINTEL or other appropriate databases.

GS-14:
  • Experience performing threat analysis, risk assessment, and link analysis tasks so as to determine the security threat posed by various terrorist groups entering and operating within the Bureau of Prisons.
  • Experience conducting database research including analysis of inmate telephone calls and correspondence, financial records, visitor and community connections and custody-related contacts relating directly to Inmates of Greatest Concern, and international and domestic terrorists in the custody of the BOP.
  • Experience assisting in cases involving the pre-identification of known members or associates who will be entering custody in the future.
  • Experience responding to investigative inquiries by SIS staff regarding terrorist groups linked inmates and security threat inmates.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

The representative rate for this position is $128,911 per annum ($61.77 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
