Summary

This position is located in the Office of the Associate Under Secretary for Environment, Health, Safety and Security (AU) manages the Department of Energy's (DOE) major staff organizations responsible for health, safety and security policy development, programs, assistance, training, and national-level independent oversight and enforcement.

The incumbent serves as the Director, Office of Nuclear Safety Basis and Facility Design, a principal component of the Office of Nuclear Safety.

Responsibilities

As an Interdisciplinary Supervisory General Engineer/Physical Scientist, you will:

• Maintain and manage a cadre of technical experts and provides technical assistance and support to DOE nuclear safety stakeholders in the effective and efficient implementation of the Department's nuclear safety and policy requirements and expectations.
• Facilitate evaluation of cross cutting nuclear safety, authorization basis, and design issues with line management and provides assistance in determining the extent of identified issues, their causes, and actions needed to prevent recurrence.
• Team with line management and contractor organizations to assure the efficient and cost effective implementation of the policy and directives for enhanced protection of the workers and the public from the hazards associated with DOE nuclear sites and operations.
• Support the National Training Center in the development of training related to policies and requirements associated with the Office of Nuclear Safety Basis and Facility Design. Provides outreach and training related to Orders, Policies, Guides and Technical Standards under the cognizance of the Office of Nuclear Safety Basis and Facility Design.
• Provide advice to the Director, Office of Nuclear Safety on actions or initiatives to improve the efficiency and effectiveness of the Office.
• Represent the Office of Nuclear Safety in national and international meetings to further the goals and mission of the Office and the Department.

Basic Qualification Requirements for All Professional Engineering Positions: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

General Engineering Series, 0801

Degree in Engineering - To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education and Experience - College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

General Physical Science Series, 1301

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

The incumbent must possess experience in leading the development, oversight, and implementation of nuclear safety requirements, policies or guidance and have experience coordinating with other Governmental Agencies and/or Offices.

Knowledge of broad experience in other scientific disciplines (i.e., metallurgy, civil structures, fluid mechanics, operational events, accident analysis) to resolve issues, engage in consultations, and respond to inquiries.

Knowledge of various DOE, outside regulatory, and national/international standards organizations and functional capabilities to effectively coordinate policy development and issue resolution activities, and to develop departmental strategies and program planning with full cognizance of their policies and activities.

Knowledge of safety regulations, policies, and procedures sufficient to ensure that health and safety features are appropriately considered as an integral part of safety operations.

Knowledge of the overall goals, objective, and purpose of the Department's nuclear and facility safety program to effectively conduct or direct evaluations.

Ability to motivate others to provide necessary support, even during adverse conditions. This encompasses working with facility personnel who are at a facility, which may have sustained damage, with possible degradation to the working environment.

Knowledge and skill sufficient to serve as a recognized technical expert in resolving controversial or novel problems of unusual size and complexity involving projects such as planning and directing scientific and engineering safety evaluations.

Knowledge and skill sufficient to guide others (including experts and consultants) to manage major technical programs or projects, to resolve technical problems, and to ensure the timely and successful completion of programs and projects.
