Summary

This position is located in the Office of National Security and Technology Transfer Controls (NSTTC), Washington, District of Columbia.

The primary purpose of this position is to serve as a Senior Export Policy Analyst to an organization and contribute to the export control policy process in one or more of the following areas: materials, materials processing, electronics, telecommunications, computers, information security, avionics, marine, sensors, laser, spacecraft, and navigation.

Responsibilities

  • Serving as a liaison with industries on export control regulations and policy procedures related to a wide range of commodities and technologies under the jurisdiction of the Department of Commerce.
  • Consulting and negotiating with other policy analysts and members of the export community involved in export controls and keeping the Export Administration Regulations current.
  • Integrating U.S. industry's economic/regulatory concerns into the Bureau's development of regulations and the Export Control Reform Act.
  • Providing leadership and expert policy advice to inter- and intra-agency groups such as the Advisory Committee on Export Policy (ACEP), Interagency Policy Committee (IPC), and Wassenaar Arrangement (WA) on matters pertaining to area of expertise.
  • Applying knowledge in the analytical review and process of export licenses, commodity classification requests, license determinations, commodity jurisdiction reviews and export license applications.

  • Incumbent of this position will also be required to complete a SF-312 Classified Non-disclosure Agreement.
  • Drug Testing: The incumbent of this position is subject to random drug testing. Incumbent must pass urinalysis testing prior to appointment and periodically thereafter.
  • Permanent Change of Duty Station (PCS) Expenses will not be paid.


Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:
GS-15: Applicants must possess at least one year of specialized experience, at the next lower grade level (GS-14 or equivalent pay band) in the Federal government. Specialized experience is defined as:
  • Providing authoritative expertise on U.S. export control regulations and policy procedures
  • Analyzing and interpreting U.S. export control regulations and policy procedures for a full range of program areas and organizations on complex and sensitive business/industry issues to the export community, federal agencies and foreign governments
  • Developing and presenting recommendations for international commercial trade issues and national security and foreign policy programs.
  • Processing U.S. export control license applications and commodity classification requests for items that are controlled for national security reasons in accordance with the Export Administration Regulations (EAR)
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Top Secret clearance as a condition of placement in this Special Sensitive position.
