Responsibilities

  • Plans and leads lender safety & soundness examinations.
  • Directs a team of contractors who perform lender staff interviews, conduct testing, review loan files, and complete analyses of the lenders' financial condition.
  • Supervises production of and edits the Reports of Examinations (ROE) by contractor staff. These ROEs describe in detail the condition of an Small Business Administration (SBA) Lender's safety and soundness and its compliance with SBA Loan Program requirements.
  • Develops Findings and Corrective Actions to address weaknesses in financial condition and compliance with SBA regulations.
  • Conducts formal and informal meeting with SBA Supervised Lender management, officers and directors to discuss and resolve Findings, and communicates risk issues identified during examinations and ongoing monitoring.
  • When necessary, develops and executes supervisory and/or enforcement actions to address lenders' financial integrity and compliance with SBA loan program requirements.
  • Provides expert guidance in all activities related to the ongoing monitoring of the SBA Supervised Lenders' financial condition, as well as lender performance and compliance with SBA loan program requirements.

Qualifications

For the GS-13 : You must have at least one-year (12-months) of specialized work experience equivalent to the GS-12 grade level in the Federal service (obtained in either the public or private sector). Experience must have included:
  • Analyzing the audited and interim financial statements of for-profit or not-for profit commercial lending institutions to develop a comprehensive picture of their financial condition; AND
  • Preparing written reports providing conclusions of the analyses with relevant supporting facts; AND
  • Performing commercial credit analysis and loan file review, as a commercial loan underwriter, commercial loan servicer, or loan workout specialist for a financial institution or government agency; OR experience performing commercial loan file reviews for a financial institution or regulator.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

As the Financial Analyst you will be responsible for conducting lender oversight activities for the Agency's lending partners and carry out policy, program and portfolio analysis.

New federal employees will start at the GS-13, Step 1, $99,172 Per Year.
The Full Performance Level of this position is a GS-13.

Physical Requirements: The work is sedentary in nature; there are no unusual physical demands.

Work Environment: The work is usually performed in an office setting.

Travel: Travel to out of state financial institutions to participate in examinations is required.
