Summary

This position is assigned to the Quarantine, Policy, Analysis and Support (QPAS) staff of APHIS PPQ Policy Management. You will perform activities of a programmatic nature in direct support of the accomplishment of QPAS program goals involving agricultural and trade data. You will have a particularly prominent role with respect to administering the operational aspects of APHIS Automated Commercial Environment (ACE) Message Set Support Center.

Responsibilities

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Provides project management, analytical, and technical assistance in the planning, coordinating, and implementing projects relating to agricultural and trade data
  • Leads and directs APHIS ACE Message Set Support Service Center contract employees, who provide quick response service and support for stakeholders 24-hours a day
  • Participates in the formulation of policies and procedures related to APHIS ACE Message Sets and recommends policy changes designed to improve ACE processes
  • Establishes project plans that outline basic timelines for support service implementation correlated to the needs and timelines associated with the APHIS ACE Message Set implementation schedule
  • Establishes and maintains effective working relationships with representatives of other APHIS programs, as well as officials outside of the Agency, including DHS/CBP
  • Develops standard operating procedures, policies, and procedures associated with the daily operation of the APHIS ACE Message Set support services
  • Determines service metrics for APHIS ACE Message Set such as service incidents, resolution time, and customer satisfaction
  • Identifies service gaps, reviews best practices for similar help desk scenarios, and anticipates and ascertains future support needs
  • Provides support for systems and tools used by the QPAS to ensure efficient delivery service

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time in grade restrictions, specialized experience and/or education, as defined below.

TIME IN GRADE: Federal employees must meet time-in-grade requirements by the closing date of this announcement.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience in solving or coordinating timely resolution of customer reported incidents related to the use of the Automated Commercial Environment (ACE) and Participating Government Agencies Message Sets
  • Experience in assisting project managers with the establishment, management and maintenance of a customer support center
  • Experience in performing communications, outreach and administrative functions to support projects and programs; improve service and enhance engagement with internal and external customers
Note: There is no education substitution for this grade level.
