Responsibilities

Budget Analyst/ PD# 35113A
  • Assists in establishing Department level policies and procedures through written instructions.
  • Provides guidance and technical assistance in the development of accurate budget estimates, conformance to proper account totals, and adherence to department level instructions.
  • Reviews, analyzes and edits budget chapters and operating plans for proper format, technical accuracy, approved funding decisions, adequacy of supporting narrative justification and conformance with budgetary policy and guidelines. Recommends necessary changes and revisions.
  • Identifies any instances where estimates do not conform to approved department polices, plans or objectives. Recommends appropriate adjustments to correct such inconsistencies.
  • Develops and recommends department level instructions and guidelines establishing criteria for program information necessary for budget support and justification.
  • Maintains continuing liaison with personnel on all budgetary matters pertaining to assigned areas of responsibility, meeting with them in connection with justifying budget estimates, explaining the department's position, and reconciling differences of opinion regarding requirements.
  • Prepares instructions covering the format, content, and underlying policy assumptions for the department's preparation and submission of annual submissions of updates to fiscal operating plans.
  • Independently develops program actual and possible trends with detailed explanations of significant deviations.
  • On a regular basis, develops additional analysis providing historical data of programs.
  • Assists in negotiating desired change with program managers, budget staff and administrative staffs to achieve desired revision as set by the Office of Budget.
  • Collects and maintains a status report on all requirements.
  • Processes reimbursements in accordance within appropriate guidelines; i.e., memorandum of understanding, and/or other agreements.
  • Collects and maintains a status report on program's reimbursements. Reviews and analyzes the program offices' status of agreements notification to customers, prepares all documentation for reimbursement, and compile collections against expenditures.
  • Provides outreach to both internal and external stakeholders. Stays current on program reimbursable status to Office of Budget, Treasury, Financial Service Center, and others.

PHYSICAL REQUIREMENTS: Work is performed is primarily sedentary. However, the incumbent lifts and carries reference books, working papers, and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-09 position you must have served 52 weeks at the GS-07 level.

Specialized Experience (GS-09):

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to analyze impact of actual data and projected funding on complex programs. Recommends and implements budgetary and financial policies. Understands how to review, analyze, revise, edit and make recommendations of budget requests and assures they conform to department, Office of Budget and congressional requirements. Interprets and assess the impact of new and revised congressional legislation on the formulation and execution of budget, including particular expertise in salary and expense accounts. Develops methods and techniques of budgeting for the forecasting of long-range funding needs and developing timetables for obtaining needed funding for new or modified substantive government programs. Ability to interpret complex legislation and policy guidance to determine the effects on Veterans Affairs program office's budget programs and to provide advice and guidance to appropriate program staff when requested.

Competency 1 - Concepts, principles, practices, laws, and regulations of budgeting and/or financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the employing entity and/or between the organization and programs of other Federal, State, and local government, private industry, and large public organizations.

Competency 2 -Awareness of the Department's mission, its programs, and legislative history to develop budgetary policies to implement program goals and ensure the proper execution of the budget.

Competency 3 - Ability to review, analyze, revise, edit, and make recommendations on budget requests submitted by Veteran's Affairs program offices to assure that they conform to department, Office of Budget, and congressional requirements.

Competency 4 - Ability to effectively communicate, both orally and in writing, budget analysis activities to mid-level officials and staff for purpose of gaining acceptance of a proposal, position or directive.
