Summary

The purpose of the position is to perform the role of a Software Developer/Database Administrator for the Coast Guard CSCs e-commerce technologies which include the shopCGX.com website. Reporting to the Director of Applications Systems within the CSC IT division, the Software Developer will design, document, program, test and install new application systems or create modifications to existing application systems, as well as maintain databases for CG CSC.

This position is also responsible for occasionally providing off-hours support for change management and participating in on-call responsibilities.

Major Duties
  • Serves as a Software Developer in analyzing, designing, developing, testing and implementing complex software applications in a retail enterprise/business environment. Applications consist of vendor purchased software and in-house developed software.
  • For all applications supported, maintain Cyber Security, Payment Card Industry-Data Security Standards (PCI-DSS) and any other compliance and regulatory requirements. Partners with the CSC Divisions and public and government entities to ensure best practice security software and procedures are identified and implemented.
  • Maintains sensitive personnel data with Defense Management Data Center (DMDC) using secure and encrypted data exchange. Works with senior level officers within DOD retail enterprises and DOD/DHS/Public entities for application responsibilities.
  • Designs and conducts analytical studies and cost benefit analyses to develop new or modified applications. Performs research of hardware, software, data and process integrity. Advises and recommends both the technical/process architecture and actionable plan to management.
  • Defines the project scope, development specs, requirements and final deliverables based upon utilization and extensive knowledge of application and database related technologies using SDLC methodologies.
  • Develops applications and performs testing in software development languages. Software development should include: JavaScript, C#.net, XML and PHP. Creates/modifies web services using C#.net and PHP. Provide file transfer protocol (FTP) processes.
  • Serves as CGX SharePoint administrator/engineer/developer.
  • Provides expert technical advice, guidance, and recommendations to management and other technical specialists on mission critical issues. Applies evolving and innovative technologies and solutions to enhance the efficiency of IT and other agency departments.
  • Serves as DBA for MSSQL Server and MySQL.
  • Creates updates to standard documentation including all technical SDLC documentation. Provides user documentation, training and support as applicable.
  • Works with other developers, supervisor, contractors and customers to define project/task technical requirements and to evaluate and identify alternative solutions.
  • Write ad hoc programs, scripts, queries and reports to assist user departments in analyzing or managing their data from a variety of database architectures. Compose queries and troubleshoot errors using SQL Server Management Studio. Generate reports using SSRS (SQL Server Reporting Systems).
  • Provide daily Help Desk support for all Application Software issues for vendor purchased software and in-house developed software. Provide off-hours support when necessary to support production and implementation tasks.
  • Troubleshoots and assists in the correction of complex software problems to include resolving conflicts between applications, hardware and/or device conflicts and operating system faults.
  • Knowledge of and skill to apply current Internet technologies, standard Internet protocols, Internet server operations and operating systems to the design of the website.
  • Knowledge of Internet security principles and protocols, usability concepts, i.e. navigational aids, site architecture, knowledge management, and information delivery systems, that enable all potential users to access information contained on the web pages.
  • Skill in determining the most appropriate methods for delivering information via the Internet. Design and develop Internet applications that meet CSCs electronic requirements for services to internal and external audiences.
  • Provide technical expertise in analyzing and remediating application security issues.
  • Communicates complex technical concepts to non-technical audience. Transforms user requirements into technical solutions.
  • Ability to present ideas, both orally and in writing, and to exercise tact and diplomacy in meeting and dealing with supervisors, employees and program officials both in the Coast Guard and other Government agencies.
  • Provide training and support for HQ and store personnel for full time, part time or temporary employees.
  • Assist IT Management with setting up COOP site procedures and perform periodic testing of the procedures.
  • Serves as a technical expert in support of Disaster Recovery and COOP policy.
  • Maintains knowledge of latest software technologies and takes initiative to learn new software techniques. Applies new software technologies to future projects.
  • Serves as a subject matter expert and direct advisor to CIO and IT Applications Director.
  • Maintain required certifications.

    • Must satisfactorily complete a Federal NACI Security Questionnaire.
    • Selectee will be required to participate in Direct Deposit/Electronic Funds Transfer as the Standard method of payment for payroll and travel purposes.

  • Have been a dependent of a United States Federal or military employee serving overseas.


  • Qualifications

    Minimum:
  • Bachelor's Degree in Computer Science, Information Technology or a high school diploma/GED with six years of appropriate related experience. Technical certifications may be sufficient if the person possesses extensive senior level software development and technical experience.
  • Two years analyzing, designing, developing, testing and implementing websites in a retail enterprise/business environment. Integration of 3rd party vendor purchased software and in-house developed software utilizing Microsoft Visual Studio and Microsoft Visual Studio Code.
  • Two years professional experience utilizing C#.
  • Two years of project management skills with knowledge of SDLC (Structured Development Life Cycle) methodologies.
  • Two years of experience with Microsoft SQL Server Administration or equivalent knowledge working with similar databases.
  • Ability to routinely lift 30 lbs.
  • Preferred:
  • Two years of experience developing complex software applications in a retail enterprise/business environment.
  • Two years development utilizing SharePoint.
  • Two years of experience maintaining PCI or cyber security standards for a retail environment.
  • Two years of experience working with Linux. CentOS and cPanel experience particularly a plus.
  • One year of experience with version control software such as Git and Bitbucket.
  • One year of professional experience utilizing PHP.


  • Education

    Bachelor's Degree in Computer Science, Information Technology or a high school diploma/GED with six years of appropriate related experience. Technical certifications may be sufficient if the person possesses extensive senior level software development and technical experience.
