Responsibilities

Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. Within CISA, the National Risk Management Center (NRMC) is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, SLTT, and private sector partners across National Critical Functions.

In this position, you will serve as a Management and Program Analyst. Typical work assignments include:
  • Participating in analyzing the effectiveness and impact of existing policies, practices, and standard operating procedures of a program;
  • Preparing written reports based on a complete analysis;
  • Supporting project management activities;
  • Delivering presentations, reports, and requests for information based on analysis and research of data and appropriate to program requirement;
  • Supporting and planning the coordination of risk management activities with internal and external stakeholders with a customer-service focus.

Qualifications

You qualify for the GS-09 grade level (starting salary$57,510 ) if you possess one of the following:

A) One year of specialized experience at the GS-07 level performing the following duties: Participating in evaluating a program; 2) Assisting in analyzing the effectiveness and impact of existing policies, practices, and standard operating procedures of a program; and 3) Preparing segments of written reports based on a complete analysis where specific guidelines are available; OR
B) Have successfully completed a Master's or equivalent or higher degree, or two full years of progressively higher level graduate education leading to such a degree in business administration, public administration and other directly related field that provided the knowledge skills, and abilities necessary to perform this work. I have included a copy of my transcripts to support this claim (official or unofficial copies); OR
C) Possess a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take number the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: To qualify under this option you must include transcripts to verify your education and include proof of your experience in the text of your resume.

You qualify for the GS-11 grade level (starting salary $69,581) if you possess one of the following:

A) Have one year of full-time specialized experience equivalent to the GS-9 grade level in the federal government performing all of the following: 1) Applying program management concepts, practices, and procedures to support a variety of initiatives and activities within a division; 2) Planning and conducting a variety of projects and providing management advisory services to operating officials and staff members; 3) Analyzing, developing and delivering presentations, reports, and requests for information based on analysis and research of data and appropriate to program requirement; 4) Supporting and planning the coordination of risk management activities with internal and external stakeholders with a customer-service focus; OR
B) Have successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree in business administration, public administration, or another directly related field that provided the knowledge skills, and abilities necessary to perform this work. I have included a copy of my transcripts to support this claim (official or unofficial copies); OR
C) Possess a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the percentages together. The total must equal at least 100 percent to qualify.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Time-in-Grade
Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
