Responsibilities

As a IT SPECIALIST (INFOSEC) at the GS-2210-13 some of your typical work assignments may include:
  • Serve as a member of the Authorizing Official Designated Representative (AODR) team to the Authorizing Official (AO) - (referred to collectively in this document as the AODR).
  • The AODR will coordinate with and serve as the liaison for communications with the Program Managers, systems contractors, Information System Security Managers (ISSM) and Information System Security Officers (ISSO) located throughout all the directorates within the Agency.
  • The AODR will review all Cybersecurity related documentation prior to submission, which includes but is not limited to, analyzing test results, System Security Plans (SSPs), Security Assessment Reports (SARs), Plans of Actions and Milestones (POA&M), Risk Assessment Reports, Authorization Documents and Mitigation statements. The AODR will be responsible for ensuring submission of ongoing updates generated by the POA&Ms in the Enterprise Mission Assurance Support Service (eMASS) system as required.
  • Ensures that SSPs for systems are updated to reflect any modifications that increase program risk. Monitors and provides expert input in the development of hardware and software safeguards to reduce risks during electronic processing of sensitive information. Makes recommendations on the approval of various computer operations based security guidelines. Ensures all Cybersecurity-related events or configuration changes are formally reported to the AO.
  • Serves as the DTRA AO's principle advisor for all DoD-RMF procedures and appropriate security measures. Reviews the sites' Security Authorization Packages and tracks all POA&Ms to closure. Advises on the Communication Security, Emissions Security and on the development of hardware and software safeguards to reduce risk during electronic processing of DoD information.
  • Reviews audit measures to ensure compliance with regulatory requirements. Reviews inspections, scans and surveys performed by the Cybersecurity teams regarding all systems and system hardware at all DTRA sites. Provides inspection results, lessons learned, identified threats and reports all violations to the AO.
  • Provides subject matter expertise for the development of DTRA's Agency-wide Cybersecurity Program and is responsible for enforcing cybersecurity plans, policies and strategies to efficiently and effectively apply cybersecurity in support of the Agency's mission.
  • Maintains knowledge of the DTRA organization and mission, and of internal DTRA information systems, programs and planning efforts in order to effectively ensure cybersecurity capabilities are established to both secure and enable all aspects of DTRA's mission and business functions.
  • Establishes and maintains effective relationships among senior IT managers and other executive and senior-level IT stakeholders within the Agency.
  • Tracks, maintains and ensures commensurate DTRA cybersecurity policy changes are made to keep policy and practice synchronized and relevant to the Agency's IT and cybersecurity requirements. Incumbent analyzes, suggests and synchronizes feedback to Congressional, Executive and DoD cybersecurity-related policy actions, and develops Agency directives to ensure mandated policy actions are properly implemented. Assists in fulfilling Federal and DoD statutory and regulatory cybersecurity responsibilities, such as those outlined in the Federal Information Security Management Act (FISMA) and DoD Directive 8500.01.
  • Assists in the development of DTRA CIO strategies and strategic planning initiatives, and assists in prioritizing IA investments and work efforts to ensure efficient utilization of cybersecurity resources across the Agency.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.     You may qualify at the GS-13 grade level, if you fulfill the following qualifications:

    One year of specialized experience equivalent to the 12 grade level in the Federal service:
    • Ensuring and assessing the cybersecurity, management, operational, and technical security controls of information technology (IT) systems and projects.
    • Conducting life cycle and Risk Management Framework of IT systems, to include information gathering and use of IT security tools.
    • Providing technical security guidance to system owners for major system changes and engineering projects.
    • Communication exhibited through reports, policies, presentations, and recommendations to senior leadership and agency Authorizing Officials
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
