Job Announcement

Under general supervision of the Professional Development Manager and in partnership with subject matter experts (SMEs), conducts training needs analysis; designs, develops, delivers, and coordinates training course offerings in online, blended, and onsite formats including arranging for some programs to be conducted by a vendor or internal SME. Plans and facilitates process improvement and implementation of new training processes; conducts Level 1 through 3 training evaluations; and performs related work as required. Specifically, the training programs will be focused on soft skills, technical skills, and regulatory compliance. Regulatory compliance areas include: Centers for Medicare and Medicaid Services (CMS), Department of Medical Assistance Services (DMAS) Manuals (PSM, CMHRS, ARTS, RTS), Department of Behavioral Health and Developmental Services (DBHDS), Virginia Code and Managed Care Organizations (MCO), coupled with general compliance concepts that ensure best practices are utilized surrounding clinical and administrative functions of all staff members. Partners with staff to ensure accuracy, consistency, and timely dissemination of all information. Maintains knowledge and must have the ability to effectively use Adobe Captivate (or a similar e-learning authoring tool), Microsoft Word, PowerPoint, Excel, and related software programs and technology. Utilizes time management tools and efficient and effective communication to accomplish all assigned tasks. Must be a quick learner, especially with technology, have a positive attitude, be dependable and adaptable, have the ability to make decisions and solve problems. Additionally, must be able to plan, organize, and prioritize work, obtain and process information, and work cooperatively with others.

Illustrative Duties

  • Serves as a consultant to departments and agencies on various training/personal development issues;
  • Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, and other personal development programs);
  • Assesses training needs of various divisions/departments and makes recommendations on program offerings;
  • Researches new training programs and makes recommendations on their procurement;
  • Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogues and announcements;
  • Researches technology-based training;
  • Facilitates team-building exercises at the work group or departmental level;
  • Plays a support role in the implementation of various organizational development activities.

Required Knowledge Skills and Abilities

  • Considerable knowledge of adult learning theories;
  • Knowledge of group/team dynamics;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to conduct training needs assessments and develop and present training programs;
  • Ability to manage projects;
  • Ability to facilitate meetings and consult with agency staff and management;
  • Ability to keep current on the latest training theory and practice;
  • Ability to work independently and as a member of a team;
  • Ability to establish and maintain effective working relationships with peers and other county employees.

Employment Standards

Any combination of education, experience and training equivalent to the following: graduation from an accredited college or university with a bachelor's degree in education, business administration, public administration, or a closely related field; plus Three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.

The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

  • Knowledge of Adobe Captivate, Articulate Storyline, or another e-learning authoring tool to create web-based professional development programs.
  • Experience acting as an internal consultant to multiple departments.
  • Project management experience, to include experience managing multiple projects at the same time.
  • Instructional design experience with creating instructor-led and web-based training courses.
  • Knowledge of adult learning theories.
  • Experience with facilitating instructor-led training, conducting workshops, and public speaking.
  • Excellent communication skills, both written and verbal.
  • Decision-making and problem solving skills.
Ability to read data on computer monitor, operate keyboard driven equipment, lift up to 15 lbs, travel to various sites, and to communicate both verbally and in writing. Ability to lift audiovisual Equipment, training materials and set up training room as needed. All duties performed with or without reasonable accommodations.
