Performs supervisory and management oversight of subordinates engaged in a variety of solid waste management activities, intermediate maintenance, repairs, construction, and grounds keeping. Oversees and is engaged in the work of subordinate positions. Initiates and carries out recommendations for improving operations, maintenance functions and procedures. Represents the Solid Waste Management team in a professional manner at all times. Maintains operational and maintenance records. Prepares reports, work orders and enters data into a computer. Provides clear and concise oral and written communications, including e-mail. Ensures all work tasks are completed per agency guidelines and standard operating procedures. Ensures that safety procedures are followed by staff and that crew members use equipment safely and properly. Prepares and presents safety and operational topics at staff meetings. Organizes workload schedules. Inspects solid waste activities in the field. Charges out standard service fees for customer invoicing purposes. Supervises emergency situations including accidents, injuries, hazardous spills, snow, flooding, wind storms, illegal dumping, and other designated emergencies. Opens and closes facility. Inspects vehicles and equipment for damage and proper maintenance. Assists with staff training. Participates in the hiring process. Performs inventories and requisitions equipment and supplies. Provides responsive customer service to the public regarding solid waste complaints and other issues and provides appropriate solutions in accordance with Chapter 109.1 and agency standard operating procedures, all the while adhering to the DPWES Core Values, County Standards of Conduct, and County Ethics. Engages in safety working practices and complies with Solid Waste safety programs and guidelines. Complies with the DPWES Safety Competencies.

Required Knowledge Skills and Abilities

  • Thorough knowledge of relevant safety regulations;
  • Working knowledge of computers to include computerized maintenance management system;
  • Working knowledge of purchasing methods, procedures and policy;
  • Working knowledge of automated purchasing/inventory management system;
  • Ability to plan and supervise the work of small crews of laborers/contractors;
  • Ability to coach, counsel, train and evaluate employee performance to include safety policies, procedures and practices;
  • Ability to work outside with regular exposure to severe weather, noxious fumes, high levels of dust, etc.;
  • Ability to maintain effective relationship with customers, employees and supervisors;
  • Ability to follow written and oral instructions;
  • Ability to keep records and prepare reports.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to a high school diploma or GED issued by a state department of education, and three years of increasingly responsible experience related to sewer line construction/maintenance or related experience.

PREFERRED QUALIFICATIONS:
Excellent work ethics; demonstrated team building, problem solving, customer service and communication skills. Proven leadership qualities. Prior experience in the solid waste industry. Exceptional driving record, with at least five years accident free. Prior supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:
A commercial driver's license class B or higher is required.

PHYSICAL REQUIREMENTS:
With or without reasonable accommodation. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift, and handle materials with manual dexterity. Ability to lift 50 pounds with or without assistance. Ability to handle strenuous activities and repetitive motions; Ability to perform duties in any type of weather conditions.

NECESSARY SPECIAL REQUIREMENTS:
Is required to complete a criminal background check to the satisfaction of the employer. Positions within this classification requiring a valid motor vehicle license are subject to a driving record check as a condition of employment and periodically thereafter, as determined by Risk Management. Note: Solid Waste Management operates a seven (7) day per week operation with early and late shifts, to include alternate schedules. Overtime, weekend and holiday work is required. Appointee(s) to this position are designated as Essential Emergency Services Personnel.
