Our department also serves as the gateway to much of the county's economic development, reviewing over 26,000 building and site plans, issuing nearly 60,000 building permits, and conducting over 216,000 building and site inspections each year. The Site Development and Inspections Division (SDID) of Land Development Services (LDS) seeks an experienced individual for review of site-related plans. Performs quality control, reviews and approves various site development plan submissions to ensure compliance with the county codes and ordinances. Identifies deficiencies in plan submissions, provides review comments and participates in meetings with the lead engineer and stakeholders to resolve issues. Coordinates resolution of routine site development issues regarding proposed improvements to the roadway network, sanitary sewers, streetlights and other design criteria. Reviews and makes recommendations regarding Chesapeake Bay Ordinance exceptions and exemptions, subdivision waivers, site plan waivers and Public Facilities Manual (PFM) waivers. Researches special engineering studies, reports, comments on studies, and prepares reports. Ensures expeditious plan processing and quick resolution of project issues. Requires motor vehicle operation to drive to/from construction sites, offsite meetings, training and/or conferences. Works under the supervision of the Branch Chief and the guidance of a Senior Engineer III.

Note: Position may be underfilled as an Engineer II; the Underfill Requirements are stated below in the Employment Standards section.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

UNDERFILL MINIMUM REQUIREMENTS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license is required.
  • DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class (As defined)
  • DEQ - Erosion & Sediment Control Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class (As defined)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Working knowledge of land development processes, regulations and construction techniques used in site development particularly in Northern Virginia. Demonstrated ability to manage multiple projects, set priorities and meet deadlines. Clear and concise oral and written communication skills and ability to work collaboratively with LDS staff, other regulatory agency staff, county officials, stakeholders and applicants.

PHYSICAL REQUIREMENTS:
Ability to operate key-board driven equipment. Ability to be mobile in order to visit inspection sites, to include traversing through rough and uneven terrain. Ability to drive a car
