Responsibilities

As an Information Technology Specialist (INFOSEC), your responsibilities will include:
  • Analyzing departmental programs and policies in the area of IT System Security, Engineering, and Operations.
  • Developing new procedures, processes, and guidance dealing with the applicability of cybersecurity models and impact on the engineering of current and emerging technologies.
  • Performing security engineering focused analysis of alternatives on a wide variety IT services, systems, platforms, technologies, and governance frameworks to prepare reports, policies, and standards.
  • Monitoring legislation and regulations impacting Information Security (lnfoSec) law and policy. Reviewing proposed legislation, rules and testimony related to secure IT system architectures. Drafting reports and presentations.
  • Analyzing, maintaining and enhancing policies, processes, procedures, and tools to ensure appropriate lnfoSec best practices are implemented within IT systems at the agency. Ensuring implementations of federally mandated lnfoSec laws, regulations, policies, and procedures at the agency.
  • Developing, implementing, and coordinating activities designed to ensure, protect, and restore IT systems, services, and capabilities. Monitoring agency IT systems to ensure their security, integrity, availability, reliability, and scalability.
  • Planning, scheduling, and conducting evaluations of project operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of operations in a program or support setting.
  • Providing advice and guidance, including interpretation, opinions, or decisions, regarding lnfoSec and engineering programs or policies.
  • Assisting in the development, implementation, and monitoring of secure enterprise IT services, systems, and programs.

Direct hire authority: This position is being filled using 5 U.S.C., Section 3304 and 5 CFR Part 337, Subpart B, which is the OPM approved government-wide direct-hire authority.

Qualifications

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. This experience must include activities such as 1) providing program management support to cyber-security projects or programs; 2) analyzing information technology security program implications of new technologies or technology upgrades; 3) documenting requirements, capabilities, and constraints for system design, procedures and processes; and 4) assessing design constraints, trade-offs, and detailed system and security designs to identify necessary life-cycle support.

You must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
