Summary

This position is within the Division of Behavioral Health located in Rockville Maryland. As the Public Health Advisor-Alcohol and Substance Abuse Lead, the incumbent manages the Alcohol and Substance Abuse and the Mental Health Programs. This entails serving as the subject matter expert in Alcohol and Substance Abuse for the Division of Behavioral Health and Alcohol and Substance Abuse/Mental Health Policy reporting. The incumbent reports to the Director, Division of Behavioral Health.

Responsibilities

    Provides Policy Advice and Formulates National Policy and Strategies: Provide technical expertise to improve national Alcohol and Substance Abuse prevention and treatment. Evaluate Alcohol and Substance Abuse or Mental Health programs and efforts through the collection of data, data analysis, and reporting or progress and outcomes in oral and written reports. Reports on Alcohol and Substance Abuse or Mental Health Policy: Performs critical professional staff functions for the Director, Division of Behavioral Health. These including preparing written documents and correspondence related to alcohol and substance abuse or mental health policy, and handling internal and external scheduled reporting requirements and responding to internal and external inquiries or requests for information. Develops and Networks and Partnerships and Serves as a Liaison: Collaborates with Health Human Services (HHS), other Federal agencies, States, Tribes, urban, local, and private programs on policy, regulatory, and operational issues affecting Alcohol and Substance Abuse or Mental Health/illness. Develops collaborative networks and strategic partnerships that address the health issues identified by the Division of Behavioral Health and the agency.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serve as subject matter expert for the Alcohol and Substance Abuse Program by providing training, consultation, and technical assistance on alcohol/substance use and abuse treatment and prevention, co-occurring disorders, trauma-informed care, behavioral health integration, behavioral health program evaluation, behavioral health policy, and related issues. Develop and implement alcohol and substance abuse activities and projects. Demonstrate strong leadership skills with experience in clinical and administrative management of alcohol and substance abuse, and/or healthcare, systems.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
