Summary

The Deputy Director of Service Delivery Staff (SDS), Enterprise Operations and Services, has an essential role in the mission of the DOJ OCIO by providing for the IT needs of the Justice Management Division, Senior Leadership Offices, and the enterprise. The incumbent is responsible for developing, maintaining and overseeing service delivery operations including computing platforms, telecommunications networks, desktops, collaboration, web services, and application development.

Responsibilities

Develops, maintains, revises and leads the service operations strategy for the agency based upon mature information technology service and operations management processes. Ensures the delivery of application and infrastructure solutions are compliant with Federal and agency mandates; improving customer satisfaction and enhancing the agency's mission.

Provides a single point of entry for customers serviced by Service Delivery Staff (SDS) and 24/7 support for a broad portfolio of information technology services that is structured to escalate incidents and problem requests from customers to all organizational staffs for timely resolution of service or to meet new service requests. Develops, maintains and operates all aspects of customer operations to include account management, training, assistive technology, customer relationship management, and 24/7 enterprise monitoring of mission essential functions and services.

Develops, maintains and operates applications, networking, infrastructure and data center services and end user computing services to customers. Ensures Federal compliance and adherence to agency standards for security, audit and continuity of services. Provides information technology services to Senior Leadership Offices, to include applications, desktops, mobile devices and voice services. Leads and facilitates development, implementation and maintenance of a sound and integrated IT architecture for the agency. Promotes effective design and operation of all major information resource management processes, including process improvement.

Directs the formation of IT service strategy and design, service transition and operations as a senior executive with oversight for a large scale enterprise. The incumbent is an expert in a variety of the IT management concepts, industry standard practices, and procedures (i.e., ISO standards, ITIL, COBIT, and PMBOK). The incumbent applies thorough knowledge and understanding of principles and techniques pertinent to planning, programming, acquisition, management and use of IT.

Manages cost, schedule and performance for the engineering and/or delivery of enterprise applications and services. Implements application and services design methodologies to improve mission performance. Accurately manages new customer requirements through the lifecycle process. Effectively measures and manages service level agreements to ensure value to the customer and robust risk management. Develops recommendations for the System Engineering Life Cycle and enterprise solution architectures.

Provides leadership and acts as the pioneer in developing theories, practices and strategies for customized solutions that meet customer specific requirements and deliver business value. Instrumental in ensuring access to enterprise software solutions that meet customer business needs. Exhibits leadership through interaction with key business partners to provide insight at the program level, highlighting interdependencies and opportunities for efficiency and reporting issues and risk(s).

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications.

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be addressed separately, not to exceed TWO pages per MTQ.

MTQ 1. Demonstrated technical knowledge of and experience with key aspects and issues of centralized, distributed, and cloud based business systems, agile and develop software engineering patterns, networks and telecommunications infrastructure solutions, enterprise systems integration, and IT security.

MTQ 2. Demonstrated ability to manage, lead, and maintain customer engagement and consensus across large, complex multi-component IT programs that may include multiple component organizations. Should include demonstrated experience and expert knowledge of enterprise-wide IT operations, lifecycle management, customer care, risk management, and compliance.

IN ADDITION, YOU MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQ), NOT TO EXCEED TEN PAGES:

ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career Senior Executive employee (Title V) must be approved by the Office of Personnel Management (OPM) before appointment.
