Responsibilities

The Office of Economics and Analytics (OEA) works with the Chairman, Commissioners, Bureaus and Offices to ensure that economic analysis is deeply and consistently incorporated into the agency's regular operations and supports work across the FCC and throughout the decision-making process. OEA is charged with expanding and deepening the use of economic analysis in Commission policy making; continuing and enhancing the development and use of auctions; and, implementing consistent and effective agency-wide data practices and policies. OEA is the Commission's principal source for economic analysis; design and implementation of auctions; and, the use and management of data. Specifically, OEA will: (a) provide economic analysis for rulemakings, transactions, adjudications, and other Commission actions; (b) manage the FCC's auctions in support of and in coordination with FCC Bureaus and Offices; (c) develop policies and strategies to help manage the FCC's data resources and establish best practices for data use throughout the FCC, in coordination with FCC Bureaus and Offices; (d) be responsible for specific economically-relevant data collections; and, (e) conduct long-term research on ways to improve the Commission's policies and processes in each of these areas.

The Auctions Division of OEA, in conjunction with other relevant FCC Bureaus and Offices, serves as the Commission's principal resource with regard to all auction design, implementation, and administration matters and issues. The Auctions Division is responsible for fulfilling the Commission's obligation to provide access to spectrum through a fair and transparent competitive bidding process that meets statutory objectives under section 309(j) of the Communications Act of 1934, as amended, and related rules and regulations. These objectives include promoting the development and deployment of new technologies and services, allocating licenses among a wide variety of applicants, and promoting efficient and intensive spectrum use. The Division develops and implements legal, policy, procedural and administrative aspects of competitive bidding, including matters related to statutory authority, designated entities, diversity of ownership and competition; spectrum management, and auction incentives, and transitions of spectrum to new uses, relocation, and re-banding or re-purposing. The Division is also OEA's principal advisor on initiatives to employ market mechanisms such as the use of reverse auctions to distribute universal service support and the use of competitive bidding to assign toll free numbers.

MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement addressing each of the following Technical Competencies.

1. Demonstrated expert knowledge of communications law, precedents and policies related to spectrum management, and the use of competitive bidding and other market-based mechanisms to effectuate regulatory objectives such as the assignment of spectrum, transitions of spectrum to new uses, re-purposing of spectrum.

2. Demonstrated skill in participating with senior management in establishing and implementing an Agency strategic plans and implementing strategic change, developing and advancing policy and building coalitions and identifying opportunities for collaboration, both within and outside the organization related to the use of auctions/competitive bidding by a government agency.

3. Expert knowledge of auction theory and design to achieve public policy goals, and demonstrated skill and experience in recommending solutions or initiatives to address complex issues, supervising and evaluating staff analyses and proposals, and documenting those recommendations in decision quality deliverables.

4.Demonstrated expert knowledge and experience directing or managing programs or projects that involve applying complex auction principles and concepts, and various auction designs and methodologies to spectrum management with important policy implications.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
