Summary

This position is located in the Office of Human Resources (OHR) in Washington, DC. The Deputy Director works with the Director managing the work of the staff with specific responsibility for the Voice of America (VOA), the largest of USAGM entities. The Deputy Director serves as a principal advisor to the VOA's Director, Deputy Director, Program Director, and their designees in the HR functions of labor and employee relations, position management and classification, recruitment, and retention.

Responsibilities

With more than 1,000 Federal employees and news and programming operations reaching around the world producing original content in more than 45 languages, VOA is an exciting organization with a diverse workforce. The Deputy Director is a critical member of VOA's leadership team. S/he supervises and manages a staff of HR generalists and specialists assigned to the VOA HR team and works with the OHR Director to help manage the work of the U.S. Agency for Global Media (USAGM) OHR staff. Incumbent serves as the full deputy to the OHR Director and assists in providing vision, leadership, management, and administration of a comprehensive HR program for the Agency. Incumbent is responsible for the VOA HR Team engaged in the full range of HR functions to include labor and employee relations, position management and classification, and recruitment and retention.

As Deputy Director, your primary responsibilities will include:
  • Serving as a principal advisor to Voice of America senior management on human resources issues;
  • Providing technical and administrative supervision as a first and second level supervisor, making selections for positions, assigning duties, reviewing work, and approving/disapproving leave and performing the full range of supervisory duties of your staff;
  • Setting long range goals and objectives, determining program emphasis, planning for long range staffing and program requirements, and implementing actions to reach goals and objectives in support of VOA's goals and objectives and of OHR's goals and objectives;
  • Reviewing and approving work plans and schedules, setting priorities, and making decisions on work problems presented by subordinate supervisors;
  • Integrating the work of the VOA's HR team and functional areas and assessing and addressing the strengths and weaknesses of the team and organization;
  • Setting performance standards for and appraising the performance of staff members, reviewing standards and assuring equity of appraisals completed by subordinates;
  • Representing the OHR's Director at important meetings with VOA's senior management to discuss major issues and policies and significant HR matters affecting the agency;
  • Serving as an expert and consultant to VOA's management in the areas of labor and employee relations, position management and classification, and recruitment and retention of staff; and
  • Providing expert advice to key VOA's management on recruitment for high profile positions and on sensitive employee performance and conduct issues.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-14) in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Specialized experience for this position are defined as:
  • Demonstrated familiarity with Labor and Employee Relations issues, including negotiating with labor unions, representing management during grievance proceedings, and preparing cases for arbitration.
  • Experience in managing and motivating a diverse workforce consisting of both full-time employees and contractors.
  • Skill in crafting position descriptions to meet unique organizational staffing needs.
  • Comprehensive experience providing authoritative guidance to managers/supervisors on multiple human resource programs and issues in an organization.
  • Demonstrated experience as an expert and consultant to top level management in the areas of position management and classification, recruitment and retention, and labor and employee relations.
  • Extensive experience working with multiple Human Resource programs (position classification, recruitment, and labor and employee relations) for an organization with a variety of administrative and professional occupations, including journalists.
  • Experience directing HR programs that perform complex administrative work with particular oversight of a team of HR Specialists.
  • Experience communicating effectively both orally and in writing; negotiating complex issues; and developing and maintaining good working relationships with senior management.
  • Experience providing the full range of supervisory oversight to a team of HR professionals.
  • Experience providing leadership with a clear vision to affect and manage change, plan for succession, achieve measurable improvement in HR programs and service delivery, and promote teamwork and communication among staff and program areas.
  • Demonstrated experience tracking HR customer service provided to a diverse workforce through the establishment of key metrics for short and long term customer service goals, tracking customer feedback, monitoring results for areas of improvement and providing accountability.
  • Comfort with meeting tight deadlines and in quickly dealing with changing priorities.
  • Experience delivering HR services to employees working in a 24/7 environment.

There is no substitution of education for specialized experience for this position at this level.
