Job Summary

The Director, ADA Policy and Planning (ADAP) is responsible for ensuring overall agency compliance with the transportation aspects of the Americans with Disabilities Act (ADA) as well as all other prevalent accessibility laws and regulations, and Washington Metropolitan Area Transit Authority (WMATA) accessibility standards that may exceed the law. The ADAP Director provides agency consultation and leadership in developing policies and operating procedures necessary to maintain and improve accessibility in all facets of WMATA transit services.

The incumbent supervises and directs a variety of work performed by the ADAP staff. The overall scope relates to the incorporation of accessibility in WMATA's planning of future service or service adjustments; accessibility compliance in the design of facilities, vehicles, and equipment. This function also includes compliance of transit and paratransit services; on-going quality assurance of Metro's accessibility features; and on-boarding and on-going accessibility-related training for all WMATA staff.

Essential Functions
  • Ensures that all new or refurbished WMATA facilities, equipment, and services are compliant with the ADA. Verifies that the inspection of WMATA facilities, equipment, and services are on-going.
  • Ensures accessibility is incorporated in the planning process for new and modified WMATA services. Ensures WMATA public-facing staff is adequately trained to function in accordance with the ADA.
  • Manages and maintains documentation of WMATA compliance with the ADA and all other applicable accessibility laws, regulations, and standards.
  • Develops plans for the implementation and coordination of paratransit alternative services.
  • Approves accessibility features for all ADA-related WMATA procurements.
  • Conducts or directs the internal investigation of compliance issues. Disseminates written policies and procedures related to compliance activities. Conducts periodic internal reviews or audits to ensure that compliance procedures are followed. Files appropriate compliance reports with regulatory agencies.
  • Coordinates the work of the advisory committee with feedback from other disability stakeholders. Operates quality assurance programs to measure maintenance and performance of accessibility features.
  • Coordinates, monitors, and/or revises complaint procedures to ensure timely processing and review of complaints. Handles complaints, settles disputes, and resolves grievances and conflicts, or otherwise negotiates with others.
  • Develops guidelines for non-discriminatory employment practices, and monitors their implementation and impact. Maintains documentation of compliance activities, such as complaints received or investigation outcomes. Prepares reports of selection, survey, or other statistics and recommendations for corrective action.

Other Functions
  • Identifies opportunities to develop and propose policy changes to enhance accessibility standards. Interprets civil rights laws and equal opportunity regulations for individuals or employers.
  • Identifies the underlying principles, reasons, or facts of information by breaking down information or data into separate parts.
  • Provides employee training on compliance related topics, policies, or procedures. Reports violations of compliance or regulatory standards to duly authorized enforcement agencies as appropriate or required.
  • Provides information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person.
  • Supervises engineering review to ensure compliance with Standards for Transportation Facilities (STF), ADA Standards for Accessible Design, and Federal Transportation Administration (FTA) and WMATA accessibility design requirements on WMATA facilities and construction projects.
  • Uses relevant information and individual judgment to determine whether events or processes comply with laws, regulations, and/or standards.
  • Facilitates the development of an annual forecast of MetroAccess ridership.
