The selectee of this position serves as a Human Resources Specialist. You will be responsible for serving as a Senior Consultant who is assigned as an advisor, concerning compliance issues associated with the recruitment and operational functions of the Office of Hiring, Staffing, and Promotion, and the Office of Law Enforcement Programs.

Qualifications
GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0201-13 level, if you fulfill the following qualifications:
One year of full-time specialized work experience equivalent to at least the GS-12 grade level in the Federal service performing duties such as: 1) Conducting program-wide evaluation of Human Resources programs to determine compliance with Federal and local regulatory guidelines; 2) Providing advice and guidance to management and employees on various HR related topics (i.e. recruitment and placement, pay and benefits, etc.); 3) Preparing analytical and statistical management reports use for developing, analyzing, and evaluating administrative program policies, regulations, etc.; 4.) Utilizing various HR related automated software programs (i.e. USAStaffing, EPIC, EmpowHR, etc.) to gather and evaluate data; and 5.) Serving as a quality review for wide-range of recruitment/placement concepts, practices, laws, regulations, and policies (i.e. Pathways and Student Volunteer Programs, Delegated Examining, Merit Promotion, Non-Competitive authorities and Excepted Service).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience

Responsibilities
As a Human Resources Specialist at the GS-0201-13 level, some of your typical work assignments may include:
- Serving as a quality reviewer for the preparation and review of Delegated Examining as well as merit cases to ensure compliance, integrity and accountability.
- Participating in extensive review of program operations and innovative program milestones.
- Preparing analytical and statistical management reports. Reports are used for developing, analyzing and evaluating administrative program policies, regulations, goals and objectives.
- Developing, analyzing, and evaluating internal processes to ensure Agency audit compliance.
- Ensuring data integrity and resolving complex and sometimes unique issues related to personnel data within independent systems.
- Providing advice on work methods, practices and procedures and assisting the team and/or individual members in identifying the parameters of a viable solution.
- Identifying, distributing and balancing the workload and tasks among employees in accordance with established workflow.
- Reviewing and recommending improvements to existing Human Resources program policies and procedures through innovative changes for long term improvements.
