Responsibilities

As a Grants Management Specialist, you will be responsible for the administration of a limited portfolio of grants and cooperative agreements.

Specifically, you will:
  • Administer and coordinate a complex grants portfolio including cooperative agreements and highly technical special projects.
  • Exercise responsibility for assuring compliance with terms and conditions of grants and negotiating with grantees to resolve problems.
  • Receive and review progress reports, financial status reports, close-out reports and others as required by the terms and conditions for grants.
  • Perform complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable and allocable.
  • Provide authoritative grant technical advice on all aspects of grant/financial mechanisms.
  • Ensure awardees comply with established administrative and financial policies, procedures, and sound business practices.
  • Utilize expertise in interpreting, developing, and applying appropriate regulations, policies and procedures relating to a variety of grant mechanisms.
  • Participate in grant review meetings and provide administrative and budgetary information.
  • Maintain appropriate agency grants management certification.
  • Set appropriate work priorities,applying knowledge of organizational needs and deadlines, and consistent follow-up to assure receipt of required documentation.
  • Keep supervisors and staff informed of administrative issues and developments.
  • Provide leadership and significantly contribute to ad-hoc or regular workgroups within the grants management community.

QUALIFICATION REQUIREMENTS:

In order to qualify for this GS-12 Grants Management Specialist position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types ·of tasks performed on a regular and recurring basis: Overseeing, reviewing analyzing, and evaluating grants applications, plans, estimates (e.g., development to the Notice of Funding Opportunities to Award, etc.); Interpreting policy or guidance for applying grants administration policy, procedures, techniques and methods; Reviewing grants and/or cooperative agreements to ensure compliance with statutes, regulations, and agency policies; Developing and providing training, related to grants, to a variety of internal and external audiences.

In order to qualify for this GS-13 Grants Management Specialist position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types ·of tasks performed on a regular and recurring basis: Administering and providing technical assistance and guidance in the administration of grant programs; Assessing the effectiveness of the administration of grants and cooperative agreements; Researching and providing guidance on grant program policies and procedures; Assisting in the formulation of new and modified grants management policies and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 07/09/2019.

Current year pay adjustments are not acceptable for verifying TIG (ex. 2019 general increases cannot be used to verify TIG).
