At the entry level of this position, you will:
  • Provide legal and policy advice on statutory and regulatory policy issues.
  • Conduct research of laws, and analyze factual and legal issues presented to determine what further facts are needed and what legal sources are applicable.
  • Coordinate and develop Congressional testimony, briefing materials, and responses to technical assistance and oversight requests.
  • Provide legal advice on proposed legislation and its impact on environmental statues, agency enforcement and compliance activities, and agency policies.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

Occasional travel - You may be required to travel 1 to 5 days of each month.

This is an Excepted Service position. It is excluded from provisions of the Interagency Career Transition Assistance Program (ICTAP). Selection under this appointment authority does not confer civil service competitive status. However, this program is covered for the purposes of Federal retirement and benefits programs.

Current Bar membership in good standing/law license is required. Must self-certify, annually and in writing of active bar membership.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.


You need a degree as described below to qualify for this position.

An LL.B. or J.D. degree from a school of law accredited by the American Bar Association (ABA).

Must be admitted to practice before the highest court of a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico; and must maintain active status as a member of the bar of one of these jurisdictions.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full time relevant experience equivalent to the GS-11 level defined as researching, analyzing and managing diverse legal issues, or projects; and providing legal counsel at federal, state, local agencies, and/or private practice.

To qualify for the GS-13 level, you need to have at least one year of full time substantial experience equivalent to the GS-12 level defined as developing enforcement policy; coordinating regulatory development and review; and providing legal counsel at federal, state, local agencies, and/or private practice.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Position has portable work and selectee may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
