Summary

You will serve as a Safety Compliance Analyst in the Import and Certification Division of the Office of Vehicle Safety Compliance (OVSC). The Division is responsible for monitoring the importation of motor vehicles and motor vehicle equipment to ensure compliance with Federal motor vehicle safety, bumper, and theft prevention standards.

Responsibilities

The Safety Compliance Analyst:
  • Reviews statements of conformity and supporting information referred to as a "conformity package" that registered importers (RIs) submit on imported nonconforming motor vehicles.
  • Reviews and processes requests that are submitted to the Division for NHTSA's permission to import nonconforming vehicles and regulated motor vehicle equipment for purposes of research, investigations, demonstrations, training, or competitive racing events.
  • Reviews and takes appropriate action on requests from Rls for permission to import one or more nonconforming vehicles for the purpose of preparing an import eligibility petition and applications to import vehicles of unusual technological or historical significance for the purpose of show or display.
  • Responds to inquiries concerning requirements for manufacturers of motor vehicles and regulated motor vehicle equipment.
  • Respond to inquiries from U.S. Customs and Border Protection (CBP) , State Departments of Motor Vehicles, and other government agencies, organizations , companies, and individuals concerning the means to lawfully import motor vehicles and motor vehicle equipment.
  • Clearly and concisely articulates regulatory issues.

The ideal candidate for this position is highly self-motivated, has demonstrated knowledge of motor vehicle safety as it applies to the Federal motor vehicle safety standards, and expertise applying regulations to evaluate petitions and applications. The candidate has demonstrated working successfully in a team environment and working cooperatively with other staff to complete a common goal. The candidate is capable of working cooperatively with other divisions within NHTSA and with organizations within the motor vehicle industry, regulated communities, and the public, to accomplish the agency's goal of improved safety. The candidate should be detail oriented, well organized, and have strong writing skills. As part of their daily responsibilities, the candidate should be willing to complete intensive paperwork, occasionally handle stressful situations involving highly visible matters with significant public interest, and manage conflicts and situations tactfully.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
  • Experience administering government regulations.
  • Experience drafting documentation that is published outside of your organization.
  • Experience responding to technical and administrative inquiries.

To qualify for the GS-11 on Education alone, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify on for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11, it must include:
  • Experience working with import and certification regulations administered by NHTSA.
  • Experience representing your organization to outside entities including experience in reviewing and assessing applicability of FMVSS.
  • Experience writing and editing technical documents for publication outside of your organization.
  • Experience using various problem solving techniques in a team setting.

You cannot qualify on education at this level, you must have experience.

To qualify on for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience working with 49 CFR Parts 591-594.
  • Experience providing technical information to entities outside of your organization.
  • Experience conducting enforcement actions of potential violations of import regulations.
  • Experience assessing and documenting findings with respect to adherence with FMVSS and violations with respect to import regulations.

You cannot qualify on education at this level, you must have experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
