Summary

This position is located within the Education Service at the Hunter Holmes McGuire VA Medical Center in Richmond, Virginia. The Librarian (Medical Sciences) develops, manages, and administers a comprehensive medical library program and oversees all aspects of daily operations of the libraries and resources (including Medical and Patient Education Libraries and library services/resources for Community Based Outpatient Clinics).

Responsibilities

Duties include, but are not limited to, the following:
  • Plans, develops, implements and revises the library program for the medical center;
  • Acts as point of contact for researching health care literature for services /staff throughout medical center;
  • Establishes, implements and reviews program guidelines, policies, and operating procedures;
  • Contributes to the development, recommendations for and monitoring library budgets;
  • Ensures compliance with copyright legislation/license agreements;
  • Tracks statistics and completes local reports regarding utilization of library resources;
  • Serves as professional resource in searching specialized biomedical, nursing and allied health and health management, databases, and the internet;
  • Provides advanced reference and literature research service including retrieval of information from commercial and government databases;
  • Provides guidance in the use of library and external information sources and/or borrowing materials;
  • Applies terminology of health care disciplines (including all fields of medicine and surgery, dentistry, nursing, mental health, health administration, etc.) to accurately interpret questions and complete reliable and comprehensive searches;
  • Studies and investigates new methods of storing, searching, retrieving, and exchanging medical, scientific and technical information;
  • Assists medical, nursing and allied health clinicians with researching patient-specific knowledge-based information on a variety of unusual or specialized conditions, problems or questions;
  • Develops effective/efficient instruction interventions (one on one, small group, webinars, etc.) with emphasis on developing user-centered strategies for educating clinical staff in the use of numerous health-related databases (i.e. MEDLINE, MEDLINK, FEDLINK, CINAHL) and other point of care information products;
  • Designs and maintains library SharePoint site;
  • Acquires, organizes, maintains, and lends a specialized collection of materials (books, technical reports, periodicals, and other technical materials);
  • Analyzes trends/patterns in local research requests and staff usage to develop new methods, criteria, and service delivery;
  • Ensures state-of-the-art policies/procedures pertaining to the cataloging and classification of highly technical medical material collections; and
  • Performs all other duties as assigned.

WORK SCHEDULE: Monday thru Friday, 8:00 am - 4:30 pm.

Qualifications

TO MEET THE BASIC REQUIREMENT FOR THE LIBRARIAN SERIES (1410), YOU MUST MEET ONE THE FOLLOWING REQUIREMENTS:
EDUCATION: One (1) full academic year of graduate study (or higher) in library science at an accredited college or university, in addition to completion of all work required for a bachelor's degree related to the position. (Bachelor-level transcript must confer degree awarded related to the position and Graduate-level transcript must show 1 full year (18 semester hours) in library science). NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
-OR-
COMBINATION: A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: Your experience must be fully documented in your resume to receive full credit and transcripts are required.

IN ADDITION TO THE BASIC REQUIREMENTS ABOVE, TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL, YOU MUST MEET ONE OF THE FOLLOWING REQUIREMENTS:
SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in Federal service. Specialized experience includes: managing and administering a comprehensive medical library program; searching highly specialized biomedical, nursing, and allied health databases and the internet; providing accurate and reliable information to clinical and management staff; providing context for research efforts; managing online knowledge-based resources; developing library policies and procedures; and utilizing knowledge of library functions (e.g., collection development, electronic database management, reference, serials management, interlibrary loan, cataloging, etc.) to best assist library patrons. NOTE: Experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

EDUCATION: Three (3) full years of progressively higher-level graduate education in library science or a doctoral degree (Ph.D. or equivalent) directly related to this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

COMBINATION:
An equivalent combination of successfully completed higher-level graduate education and specialized experience, as described above. NOTE: Transcripts are required and your experience must be detailed on your resume.

Physical Requirements: Work is primarily sedentary, although some physical effort may be required including walking, standing, bending, stooping and reaching in the stacks, and lifting moderately heavy (up to 50 pounds) materials. Librarian will be required to make periodic visits to other facilities, local community organizations, training sites, and other locations.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
