The primary purpose of this position is to serve as a key analyst and recognized expert performing professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques and provide advice and insight about the probable effects of alternative courses of action.

Responsibilities

  • Performs complete studies of limited scope or portions of larger projects, modifying/adapting techniques to fit situations, some requiring innovative approaches.
  • Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems.
  • Provides technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations.
  • Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.

Qualifications

THIS IS A POSITIVE EDUCATION SERIES POSITION; YOU MUST INCLUDE YOUR UNOFFICIAL TRANSCRIPT AT TIME OF APPLICATION TO SUPPORT THE EDUCATION REQUIREMENT OF THIS POSITION.

Basic Requirement for Operations Research (1515):
Degree: Bachelor's degree (or higher degree) in operations research; or a bachelor's degree (or higher degree) with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Basic Requirement for Computer Scientist (1550):
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: (For the GS-11)
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Assisting with computer modeling techniques and procedures, designing sample surveys, and modifying established methods; 2) Applying scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures; 3) utilizing knowledge of mathematics and analysis to perform studies and prepare reports, documentation, and correspondence to communicate recommendations/conclusions.

EDUCATION:
To qualify for the Operations Research Analyst position at the GS-11 level based on education, research positions requires a master's degree or equivalent graduate degree in Operations Research or appropriate field of study which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

To qualify for the Computer Scientist position at the GS-11 level based on education, requires a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Computer Science or appropriate field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

SPECIALIZED EXPERIENCE: (For the GS-12) Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying researched methods and techniques to design, build, and use complex mathematical models and sophisticated computer models to simulate real-world environments of many variables; 2) Applying quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions; 3) Coordinating extensive projects that are characterized by high visibility, unusual urgency, or program criticality; AND 4) Prepare technical reports and document progress and results of each study

EDUCATION:
To qualify for the Operations Research Analyst position based on education at the GS-12 level, research positions requires a Ph.D. or equivalent doctoral degree in Operations Research or appropriate field of study which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Education is not substitutable for specialized experience for the Computer Scientist GS-12 grade level. You must qualify based on specialized experience.

SPECIALIZED EXPERIENCE: (For the GS-13) Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Applying researched methods and techniques to design, build, and use complex mathematical models and sophisticated computer models to simulate real-world environments of many variables; 2) Applying quantitative techniques and methods to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions; 3) Initiating and formulating plans and carries out project(s) through extensive and specialized original performance analyses and evaluation, AND 4) Skill to negotiate and/or defend findings and program support concepts.

Education is not substitutable for specialized experience for both the Operations Research Analyst and Computer Scientist positions at the GS-13 grade level. You must qualify based on specialized experience.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-11
1. Knowledge of a wide range of principles, concepts, and practices of Computer Science and Operations Research to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures.
2. Knowledge of mathematics, analysis, and computer science to perform studies and prepare reports, documentation, and correspondence to communicate recommendations/conclusions clearly.
3. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply computer based models to resolve problems or define and clarify alternative solutions.
4. Ability to analyze, interpret, and apply basic research procedures in a variety of situations and recommend solutions to senior analysts.

GS-12 and GS-13
1. In-depth knowledge of a broad range of computer science and operations research techniques with possession of
analytical abilities.
2. Extensive knowledge of computer science techniques and methods used to develop, adapt, modify, and apply models to resolve problems
3. Expert knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems.
4. Skill to negotiate and defend findings and program support concepts.
5. Ability to develop appropriate data collection techniques and design, build, and use computer models and simulation techniques.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.   • ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
