Responsibilities

As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
  • Provides expert acquisition forecasting and execution support to the OB Counterproliferation Division (ICP and Proliferation Security Initiative [PSI]) through fiscal and acquisitions forecasting, planning, preparation, and execution oversight to meet evolving and fluid Division mission requirements.
  • Working closely with Division teams, DTRA contracting, and OB finance, provides Division leadership with advice and assistance on the development of long- and short-term acquisition plans and on establishing procurement milestones and schedules.
  • Works routinely with the DTRA Contracting Officers and/or Contracting Specialists as the Division's technical expert on contractual and business matters.
  • Provides Branch and Division leadership with expert advice regarding Federal, Departmental, and Agency contract laws, regulations, policies, and procedures to include the Federal Acquisition Regulations (FAR), the Department of Defense FAR Supplement, and the Agency's procurement policies, procedures, and guidelines.
  • Coordinates with the Directorate budget office to provide information and advice regarding acquisition funding requirements as well as in support of POM and budget planning.
  • Leads efforts for processing of procurement documentation for large contracts, simplified acquisitions, and interagency acquisitions, to include purchase requests, acquisition strategy plans, statements of work (SOWs), independent government cost estimates, justifications, source selection plans, etc.
  • Advises and assists on the process for attaining extramural funding. Additional administrative duties may include management of a government purchase card account, review and approval of DTS vouchers and authorizations, international travel to accompany Action Officers on missions, representing the Division in POM/budgetary meetings, in / out processing of personnel, curriculum management, and work-space allocations.
  • As the Contracting Officer's Representative (COR) provides daily oversight of contract execution of various types of funding including DTRA Title 50 O&M, Military Interdepartmental Purchase Requests (MIPR), and Interagency Reimbursable Orders (IACRO).
  • Manages all contractual, MIPR, and IACRO activities to ensure that products and services acquired by the Division are consistent with mission requirements and authorities.
  • Monitors and reports to Branch Chief/PM regarding Contractor cost, schedule, and performance. Monitors the contracted logistics support services required to support missions.
  • Close interaction with OB, CTR and other DTRA directorates is required as is continuous interaction with the Contractor.
  • Provides support to the Agency's Contracting Officer/Contract Specialist as necessary during all phases of the procurement/acquisition process including acquisitions planning, source selection, cost and pricing estimates, and use of appropriate contract clauses ensuring compliance with statutory and regulatory guidance.
  • Supports and/or leads contract administration actions such as modifications, option exercises, funding actions, and performance evaluations and reports. Performs other duties as assigned.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Providing advice regarding Federal, Departmental, and Agency contract laws, regulations, policies, and procedures to include the Federal Acquisition Regulations (FAR), the Department of Defense FAR Supplement, and the Agency's procurement policies, procedures, and guidelines.
  • Managing all contractual, MIPR, and IACRO activities to ensure that products and services acquired by the Division are consistent with mission requirements and authorities.
  • Providing Division leadership with advice and assistance on the development of long- and short-term acquisition plans and on establishing procurement milestones and schedules.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

This an Acquisition Workforce position in the Program Management career field. The incumbent is required to become certified, Level II in the applicable career field with 24 months, unless a position requirements waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually.
