The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

Responsibilities

The incumbent will serve as a Business Process Applications Specialist. The incumbent's responsibilities include ensuring that the integrated CAO automated systems provide continuous business process improvement through in-depth knowledge of business support applications (including PeopleSoft Financials) and their configuration. Provide escalated support in applications, coordination, guidance, and business process recommendations to business unit management regarding programs and/or business related issues as they relate to the Commercial off the Shelf (COTS) system(s). The incumbent must also develop and maintain general working knowledge of all aspects of the business unit(s) as well as a broad understanding of the Office of the CAO, the House community at-large and all applicable legal requirements.

Provide escalated support to business unit users and House users. This includes assistance with PeopleSoft Financials application functionality, including providing instruction for processing transactions, modifying application set-up and generating system standard and custom reports. In addition, support may be required to provide advice and assistance on configuring the COTS application to meet ongoing changes to House processes.

Assist in analysis of business cases in the terms of requests for improvements, or data which indicate areas of improvement, to determine how PeopleSoft Financials and other applications can be used to improve service delivery. These can entail configuration changes to application functionality, development of custom reports, and effects of product upgrades or patches. Analysis shall include application features and their business impacts including organizational change and training.

Support PeopleSoft Financials and other deployed COTS applications, COTS reporting tools and any customized extensions, e.g., custom modules, routines and reports. Analyze proposed COTS modifications, software upgrades, new COTS products and/or changes to current interfaces that might affect the current system architecture.

Provide guidance to CAO business units on best practice utilization of Enterprise Applications business applications, while fostering continuous business process improvement in CAO operations.

Responsible for assisting and instructing end users in issues related to application configuration and set-up and providing periodic instructional assistance to business unit staff and the House in understanding the set-ups which support business processes within the COTS system(s) during the initial implementation and maintenance and assisting in modifying the configuration if approved procedural changes occur.

Provide the CSC (First Call + and Technology Call Center +) with the resources necessary to deliver ongoing assistance to users in understanding and processing transactions in the COTS system(s), including assistance with procedures for entering and processing all business unit related transactions; provides continuing support to the business unit users when issues related to querying data arise, including assistance in performing online queries or running standard and/or custom reports and over-the-shoulder training to end users as required.

Support user requirements development, design, configuration and testing of business unit specific reports as they relate to the COTS System(s), including determination of suitability of the system standard reports for user requirements.

Foster and maintain positive relationships with business unit customers, CSC-First Call +, and relevant CAO business units with CABS related activities (e.g. the Business Improvement Team.).

Provide 24/7 on-call support.

Qualifications

Expert in the configuration of at least one application modules in one or more business applications, including the ability to use any associated application toolsets. (General Ledger, Commitment Control, Purchasing, eProcurement, Account Payable, Account Receivable, Asset Management)

Functional knowledge of business unit transactions and business unit delivered self-services.

Ability to devise new or alternative information handling procedures to take best advantage of available technology.

A willingness to embrace change and a strong desire to challenge the status quo, constantly raising the bar to new heights.

Strong analytical, problem-solving and conceptual skills.

Ability to represent and speak for the business unit and its work in both functional and technical settings (e.g., presenting, explaining, selling, defining, and negotiating) to those within the office; making clear and convincing oral presentations to individuals and groups; listening effectively and clarifying information; facilitating an open exchange of ideas.

Proven government and/or private sector information technology experience with emphasis on information and processing needs of large, multi-divisional organizations.

Bachelor's degree in a discipline related to the position or an equivalent level of professional work experience.
