The City of Falls Church is recruiting for a Human Resources Director who will be a key leader in growing and sustaining a productive and diverse workforce. The Human Resources Director is responsible for overseeing City workforce development and training, recruitments, Pay and Classification Plans, Performance Evaluation System, Benefit Programs, and developing and implementing human resources policies. The Director leads an HR Department of three full-time and one part-time employee. The Director advises the City Manager, Department Directors and supervisors on personnel matters. The Human Resources Director must be an effective leader and must exhibit the values of teamwork, integrity, good communication, customer service, and continual learning. The Director reports to the City Manager. Responsibilities: Provide Citywide Human Resources leadership to help all City departments attract and retain talented employees, and cultivate a healthy and high performing work culture. Consult and advise City Manager, directors and supervisors on personnel related matters. Develop inclusionary recruitment strategies that attract and retain candidates of all racial, ethnic backgrounds and sexual orientation to seek employment opportunity with the City. Oversee and administer the City's Pay and Classification Plans. Oversee and administer the City's Benefit Program. Develop and implement City workforce development and training program in areas of worker safety, customer service, effective supervision and leadership, workplace ethics, sexual harassment, and other topics. Develop, Administer and interpret the City's Administrative Regulations (AR's), personnel policies and procedures. Counsel employees with problems and concerns and supervises the City's Employee Assistance Program (EAP). Oversee the City's Performance Evaluation System and recommends changes, when needed. Administer the City's Employee Grievance Procedures. Prepare and administer the Human Resources budget. Work with the Employee Advisory Council on issues important to employees. Qualifications: Graduation from an accredited college or university with major course work in human resources management, public administration or closely related field. Professional certification through Human Resources Certification Institute. A minimum of six years of extensive professional level experience in public personnel management or closely related field. Extensive knowledge of the principles and practices of public personnel administration, accepted methods and practices of classification and pay, employee relations, testing, selection, training and applied research. Thorough knowledge of governmental, corporate, or industrial organization and administration. Demonstrated ability to present ideas effectively, both orally and in writing, and to establish and maintain effective working relationships with city officials and associates. Demonstrated ability to conduct detailed analytical evaluations and studies, and to prepare related reports and recommendations. Hours: Monday through Friday from 8:30 am to 5:00 pm, 40 hours per week.
