PRO-telligent, a Tetra Tech Company is seeking an experienced Senior Radio Communication Advisor for a government client. The position will be based in Liberia. The Senior Radio Communications Advisor will support, assist, and advise INL in its Radio Communications Project effort to modernize and expand the GOL communications network to enable civilian law enforcement and other security agencies to provide decentralized public safety services. The Senior Radio Communications Advisor will support INL with professional analyses and advice regarding modern public safety communications systems, designs, planning documents, professional standards, and other related needs. The Radio Communications Advisor must: Be responsive to Liberian priorities and US government (USG) goals and strategic objectives for Liberia; Provide expert advice and recommendations to INL with respect to implementation of the radio communications project in Liberia; Provide expert advice on a range of technical issues including, but not limited to, the definition of technical requirements for the deployment of an augmented radio communications system for the GoL security sector agencies; Support liaison efforts with between LNP and representatives of other civilian security services, MOJ Planning and Program Management Unit (PPMU), the MOJ Technical Center of Excellence (TCE), the Liberia National Security Advisor, the Liberia Telecommunications Authority, and other agencies and donors on issues related to radio communications projects; Participate in radio site surveys; Participate in detailed project planning, including preparing and contributing to project documents related to the Radio Communications Project including documents describing the technical requirements of the project; Support the preparation of periodic reports, cables, memoranda, assessments, statements of work, and other documents as required; Perform other duties related to Radio Communications as assigned by the INL Director or their deputy and the COR. DELIVERABLESIn support of the Radio Communications Project, the Advisor must provide: Technical input for necessary agreements among various entities, including INL, the Government of Liberia, the Ministry of Justice, the Liberia National Police, the National Security Agency, the Liberia Telecommunications Company, and commercial providers such as Orange; Site survey data using Pathloss 5T software or comparable methods; Technical specifications and a list of necessary communications equipment and supplies; A map of all sites where communications equipment should be installed; A recommended priority order in which communications equipment should be installed; Technical installation specifications that should be met (ie commissioning standards); Standards of preventive maintenance for communications equipment that should be conducted on a quarterly basis; Standards to which Liberian communications operator and maintenance personnel should be trained; Baseline data measurements for the existing communications network; Facilitate relationships between Radio Project implementer and Government of Liberia officials; Support and training assistance to the TCE; Working through the COR and/or INL in Monrovia, provide technical assistance, input, and feedback to Radio Project implementer(s) to support successful implementation of an improved communications network in Liberia; Review the efforts of Radio Project implementer and provide feedback and recommendations to INL Director in Monrovia and/or their Deputy, and the COR US Citizen or Third Country National; Ability to possess/maintain MRPT certification; Superior negotiation and interpersonal skills; Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs; A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and Power-Point; Must be able to communicate in English with accuracy and fluency in order to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives; Excellent communication skills (reading, listening, report writing, and oral presentation);* In possession of a current and valid driving license for at least one year; Two years experience in deploying radio communications projects in an international setting, preferably in a post-conflict environment A minimum of five years experience in the following areas, to include two years experience in a developing country context: Architecture experience in conceptualization, definition, and development of IT, telecom, radio, WIMAX based products and service with verifiable instances of implementing the following: Kenwood Nexedge Repeater and radio Base stations configuration and management Conventional and trunking radio systems (Kenwood Nexedge) servicing Data and IP services (ATM, Frame Relay, VoIP, PIP, VPN, IP PBX) management Network services (LAN, WAN, Content Delivery, Managed IP PBX) management Security solutions management E1-T1 circuits configuration Data center outsourcing including application hosting and managed storage IT applications management including web services Network, communications and mobility protocol implementation WiMAX technologies implementation Working knowledge of switching, routing, server, video, UC&C and mobility equipment Working knowledge of solar power systems Building and configuring complex end-to-end data and telephony networks Troubleshooting and resolving VoIP-related problems and ensuring quality of service through an in-depth understanding of the underlying Layer 2 and 3 network infrastructures Understanding quality of service (QoS) and Call Admission Control (CAC), voice gateways, gatekeepers, IP phones, voice applications, and utilities on Cisco routers and switches (VLANs, IPT, Service Modules) VoIP technologies including server and network infrastructure, codecs/signaling protocols, routing protocols, PSTN management and SIP integration IP telephony and PBX phone technologies and solutions utilizing multiple manufacturers product sets, including Digium, Adtran Asterisks-based solutions and working knowledge of Linux/Unix; and Administration of dial plans and/or IP PBX systems Administration and troubleshooting of voicemail, unified messaging, and supporting infrastructure, including integration to switching platforms, global dial plan support, and local directory lookup Maintaining and supporting Asterisks, Switchvox Adtran and Mitel IP telephony and the related network and Gateway infrastructure Project-based deployment for Asterisks and Adtran IP telephony Wimax Link Budget Determining LOS /NLOS maximum allowable Path Loss (MAPL) based on system parameters Determining power settings for a balanced path and performing link budget based on manufacturers equipment parameters and system requirements Calculating expected Point to Point performance using an analytical path loss models Desired Qualifications: Familiarity with Liberian history, culture, institutions, and structures Experience in strategic planning, policy development, and implementation of major law enforcement pro- grams;
