Projects frequently involve major rehabilitation to existing rail stations and supporting facilities including but not limited to platform work, architectural finishes, building electrical and mechanical systems, and miscellaneous structural repairs. Similar work at rail yard maintenance and administrative facilities can also be expectedThis Transit Design Structural Lead manages and directs the structural engineering design for transit Design -Build (DB) teams. This individual must gain a thorough understanding of the Scope of Work, the Owners requirements of the contract, the design submittal process, the projects organizational structure, and the integrated design-build project schedule. The Transit Design Structural Lead must demonstrate experience working with contractors and managing work with diverse and remote design teams to deliver products on a tight schedule. The Structural Discipline Lead needs to be familiar with all pertinent transit and rail design standards. The Transit Design Managers work is to ensure a cooperative and collaborative transfer of all design information; the organization and storage of all relevant design documents and as-built information; and facilitate the timely completion of the design work, so that the DB contract proceeds in a timely manner, without unduly holding up the DB contractors progress. The Transit and Rail Structural Discipline Lead is responsible for the following: *Manage the structural design aspects of complex transit and rail projects. Providing overall technical direction to structural design team and flagging cross-discipline issues that arise. Coordinate design activities and decisions with the DB Project Manager.*Collaborate with other DB Team leaders to ensure the critical design components and related submittal documents are properly prioritized and delivered;*Ensure that the Safety & Quality issues for both design and construction are understood and properly integrated into the design teams operations; coordinate audit activities of the Design Quality Assurance Manager and promptly address any issues that are identified;*Collaborate with DB Team members in risk management and ensure that risk mitigation measures are in place and are being followed. Work with the Project Manager and Project Sponsor to identify risks and develop risk mitigation measures;*Be knowledgeable on Project Control processes and procedures, and ensure accurate reporting of structural design progress as the work progresses throughout design and construction. Develop and manage metrics against the design budget for early detection of budget overruns. Understand quantity tracking, unit costs of labor and budgeted man hours, sheet counts and all relative metrics associated with managing a design effort from a budget standpoint. Understand Critical Path method (CPM) scheduling and be able to meet critical project milestones for deliverables. Be able to work with other DB Discipline leads and the DB Project Manager to mitigate the impact of design delays if they arise during the design process. *Drive innovation thoughts and ideas throughout the structural design staff. Motivate Value Engineering and group collaboration amongst structural engineers. Bring latest design innovations and technologies into the design.*Ensure that the structural design documents for testing, startup and commissioning are produced timely and in adequate detail; *Manage Changes to the contract scope as requested by either the Owner or DB Contractor in coordination with the DB Project Manager. Be able to identify what is contract scope, and what is a change, under the auspices of a Design Build contract. Be able to challenge / cajole / negotiate equitable changes to the design contract, as needed, to protect designers financial position within the design build contract in coordination with the DB Project Manager. *Manage the Design Services during Construction phase of the contract. This requires making reductions to staff to critical minimal levels while being able to answer contractor RFIs and resolve all structural design issues which arise during construction. #BIA *Bachelor of Science degree in Civil Engineering from an accredited college or university is required*Masters Degree in Engineering is preferable. *At least 15 years of experience in the field of Structural Engineering Design, and design management experience on at least two major Transit Design Build projects with a value over $500 million TIC. US citizenship preferred for projects in North America.*Professional Engineering license is required in a Major engineering discipline, with the ability to obtain specific state licensure as required by the specific opportunity. *The Transit and Rail Structural Discipline Lead must bring a thorough knowledge and expertise in working with large design teams; be able to timely integrate remote resources and diverse engineering staff into a single well-coordinated structural design package; have a good knowledge of contracts and risk avoidance and mitigation; knowledgeable of project controls and change processes.
