This individual is responsible for determining strategies for implementing and managing the IT infrastructure underlying all COMPANY-managed or operated systems. This infrastructure includes COMPANY hosted and cloud hosted network, server, desktop and telephony components in support of COMPANY staff activities, in addition to infrastructure that supports nationwide critical systems used by state agencies within all 50 states in the conduct of their statutory and regulatory responsibilities. This individual must work collaboratively with the Chief Information Officer (CIO), Chief Technology Officer (CTO), Chief Information Security Officer (CISO), and business executives to evaluate, acquire, implement and manage infrastructure technologies (including hardware and software components) that fit within the Enterprise Architectural Framework and support the mission of COMPANY.Essential FunctionsTo perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. Other duties may be assigned to meet business needs.Collaborate with business leaders to understand evolving requirements and issues with end-user computing technologies (eg, desktop, telephony, etc.)Evaluate, acquire, and implement end-user computing solutions, including desktop and laptop hardware, standard desktop software (eg, Microsoft Office), email, conferencing solutions, and Desktop-as-a-service (DaaS) solutions.Working with the CTO and CISO, develop an infrastructure strategy (including network and server technologies) that supports the Enterprise Architectural Framework and the goal of facilitating agile implementation of, and integration of, new IT solutions in support of COMPANY's mission.Contribute to a governance process for the purpose of evaluating, acquiring and implementing infrastructure technologies that includes all aspects of functionality and technical specifications.Evaluate and identify infrastructure and end-user computing technologies from options that include commercial off-the-shelf (COTS) products, Infrastructure-as-a-Service (IaaS) solutions, cloud services, and in-house hosted solutions.Contribute to governance processes established for the purpose of managing changes to, and problems with, the IT infrastructure. This governance structure must comply with regulatory and industry best practice requirements, including the Federal Information Security Management Act (FISMA), the Criminal Justice Information System (CJIS), the Payment Card Industry (PCI-DSS), and appropriate National Institute of Standards (NIST) standards, including 800-53.Develop business cases for the implementation of new IT solutions.Oversee the evaluation, selection, provision and management of data center hosting services, whether performed in-house or via a 3rd-party service provider and manage the ongoing delivery of infrastructure services from in-house staff and external service providers.Oversee the implementation of infrastructure technologies including requirements, technical design and testing.Develop and implement infrastructure policies and procedures.Establish all infrastructure hosting and operations, including on premise and public cloud infrastructures associated with Software-as-a-Service (SaaS), Platform-as-a-Service (PaaS) and Infrastructure-as-a-Service (IaaS).Oversee infrastructure project management functions and activities, to ensure projects execute within schedule and budget constraints while meeting critical milestones and quality assurance goals.Manage infrastructure elements of annual IT budget.Additional ResponsibilitiesMonitor compliance with infrastructure policies and procedures.Manage end-user computing solutions, including desktop and laptop hardware, standard desktop software (eg, Skype and Microsoft Office), Microsoft Office 365, and Virtual Desktop Infrastructure (VDI) solutions.Implement the infrastructure strategy (including network and server technologies) that supports the Enterprise Architectural Framework and the goal of facilitating agile implementation of, and integration of, new IT solutions in support of COMPANY's mission.Manage infrastructure operations, including monitoring alerting as appropriate regarding the health, performance, and capacity of infrastructure technologies and components.Manage all infrastructure hosting and operations, including on premise and public cloud infrastructure associated with Software-as-a-Service (SaaS), Platform-as-a-Service (PaaS) and Infrastructure-as-a-Service (IaaS).Manage the relationships with vendors providing infrastructure services (eg, engineering, hosting, Service Desk, etc.), including, where appropriate, vendor service delivery.Manage staff in the performance of delegated tasks, including recruitment, hiring and retention, and performance assessments.Minimum QualificationsTo perform this job successfully, an individual should possess the knowledge, skills, and abilities listed and meet the amount of education, training and/or work experience required.EducationBachelor's degree or equivalent experience managing IT desktop and infrastructure solutions and services.Project Management Professional (PMP) certification preferredExperienceMinimum of 10-15 years of experience in IT management is required. Experience should include the acquisition, implementation and management of IT infrastructure that supports mission critical, high availability systems with a national presence.Knowledge, Skills and AbilitiesKnowledge of, and experience with, industry IT trends in infrastructure and end-user computing technologies.Knowledge of the cloud computing industry, including Software-as-a-Service (SaaS), Platform-as-a-Service (PaaS) and Infrastructure-as-a-Service (IaaS), including use and management of cloud infrastructure.A successful track record of providing state-of-the-practice end-user computing capabilities.A proven track record of establishing and managing robust operational environments with high availability requirements and a nationwide use/presence.Ability to work calmly during stressful circumstances.Strong interpersonal and communication skills.Strong planning and task management skills.Management experience.Strong vendor management skills.Ability to work in collaboration with a variety of stakeholders to identify and discuss issues.Ability to work in fast paced environment managing multiple projects driven by multiple deadlines.RequirementsMust be a United States Citizen and able to obtain or currently possess a US Government clearance at the Public Trust Moderate (MBI) level or higherMust be a United States Citizen or a Legal Permanent Resident (LPR) with at least three (3) years of consecutive residence in the United States as indicated on the United States Citizenship and Immigration services (USCIS) LPR issued card
