Minimum Qualifications

  • Bachelor's Degree in facility management, construction management, engineering, architecture, business administration, public administration or closely related field
    • In lieu of a bachelor's degree, a high school diploma or GED and four (4) years of experience in administering asset or facilities management involving working with stakeholders, policy and procedure development, supervision of project staff, and/or budget management may be considered

  • Ten (10) years of experience in facilities management involving working with stakeholders, policy and procedure development, supervision of project staff, and/or budget management

  • Possession of a valid Driver's License

  • Education
    • Master's Degree in facility management, construction management, engineering, architecture, business administration, public administration or closely related field
  • Certification
    • Certification in Facilities Management or Infrastructure Asset Management
  • Experience
    • Experience managing a wide variety of facility types, including maintenance or manufacturing facilities as well as administrative offices

The Director of Facilities Asset Management (DFAM) leads the Office of Facility Management. The incumbent is responsible for managing the lifecycle of WMATA's facilities supporting operations, such as ninety (90) rail stations, multiple warehouse and storage facilities, and eight (8) railyards and nine (9) bus garages with multiple multi-functional buildings (maintenance shops, administrative offices, supply rooms, and staff parking lots). The Director acts as "facility owner" and is accountable for ensuring that all facilities are managed to their highest performance and productivity while minimizing lifecycle costs. This includes monitoring and minimizing energy usage, interpreting safety rules, planning and scheduling preventive maintenance activities, initiating corrective maintenance work orders, budgeting and managing expenses, and identifying capital program facility investment needs. The Director is also accountable for setting and implementing standards and policies for facilities, such as office and parking allocation. The Director of Facilities Asset Management works closely with other departments and Agency executive leadership to ensure that all facilities meet safety, operational, and State of Good repair objectives. The incumbent is further responsible for coordinating assigned activities with other operating departments and/or offices, sustainability, asset management, budget, procurement and outside agencies.

Essential Functions
  • Serves as leader and primary strategist for the Office of Facility Management. Shapes the vision, mission and Key Performance Indicator (KPI)s for all teams of facility managers.
  • Plans, directs, coordinates, and reviews the work of the Office management team. Inspires, coaches, trains and motivates staff; manages employee relations; directs the workflow and prioritization of projects and measures staff performance and takes appropriate corrective action when necessary; prepares developmental work plans for staff; implements or recommends corrective actions, as appropriate.
  • Develops, administers, maintains and oversees the Office's annual budget and staff succession plan; provides leadership and direction to program and project scopes, schedules and budgets. Provides recommendations and forecasts for future funds needed for staffing, equipment, materials and supplies; reviews and approves expenditures and ensures all service agreements are managed effectively.
  • Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings. Maintains awareness of new trends and developments in the field of facility management to ensure processes, policies and practices are interpreted and applied consistently and effectively. Ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Oversees the facilities condition assessment program, continuous improvement of the inspection process, collecting and assessing staff and contractor feedback, identifying immediate repairs as needed, deferring short and long-range repair, replacement, and converting short and long-term condition assessments into budget estimates.
  • Defines the work order processes for staff within the Maintenance Operations Center (MOC), SSRV and for contractors, to ensure timely and quality repairs are made. Influences prioritization of facility maintenance work by SSRV offices (PLNT, SMNT, and ELES) and contractors to ensure facility objectives are met.
  • Submits capital needs and proposed projects for facility rehab and replacement. Directs capital project managers to deliver facility projects according to scope, schedule and budget and in full compliance with WMATA, local, state, and federal policies, procedures, rules, and regulations.
  • Identifies, manages and mitigates risks to safe operation (e.g. emergency evacuation, injuries) and successful execution of the Facilities Lifecycle Plan.
  • Works closely with maintenance superintendents to update facility preventive maintenance (PM) inspection schedules based on failure and condition data.
  • Incorporates sustainability principles to facilitate long-term energy and cost savings.
  • Evaluates and proposes improvements to facility operation and maintenance processes where practical including better efficiency, cost containment, quality, customer satisfaction, staff collaboration and job satisfaction.

Other Functions
  • Develops facility maintenance contracting strategy, defines contractor scope of work, monitors contractor performance and ensures quality controls are in place.
  • Provides support to the department and others on matters as directed.
  • Ensures personnel are oriented in department procedures, safety practices, systems operations, and other governing regulations.
  • Operates Authority vehicle between work locations to perform job duties as required.
