Minimum Qualifications

Education
  • Bachelor's degree in Civil, Mechanical, Industrial Engineering, Business Administration or a related field
    • In lieu of Bachelor's degree, a High school diploma or General Equivalency Diploma (GED) with a minimum of four (4) years of experience in compliance/auditing in a highly regulated industrial, manufacturing or public transportation environment.

Experience
  • Five (5) years of compliance/auditing experience within a highly regulated industrial, manufacturing or public transportation environment with at least two (2) years focused on CAP management activities.

Certification/Licensure
  • N/A

Preferred
  • Transit Safety and Security Program (TSSP) Certificate

Job Summary

The Manager, Corrective Action Plan and Compliance works with stakeholders to improve compliance, set realistic goals, drive accountability, and assists in the development of performance metrics to report to Senior Management. The incumbent proactively initiates CAPs resulting from audit findings of internal and external audits/reviews as well as reported issues. The CAP Manager is responsible for analyzing, developing, coordinating, and implementing administrative projects and programs within various departments of the Washington Metropolitan Area Transit Authority (WMATA) and coordinates with internal and external oversight bodies to develop and implement corrective action plans to respond to audits.

Essential Functions
  • Manages responses to State Safety Oversight (SSO), Federal Transit Administration (FTA) and National Transportation Safety Board (NTSB) audit reports by reviewing findings, meeting with managers to develop proposed Corrective Action Plans (CAPs), managing projects to complete the CAPs, ensuring CAPs are submitted, accepted, and closed.
  • Ensures Americans with Disabilities Act (ADA) complaints are addressed and brought into compliance with ADA guidelines.
  • Assists in the development and presentation of metrics and dashboards pertaining to CAP Program as requested for Senior and Executive Leadership meetings.
  • Monitors and reports to leadership, on functional departments' progress toward the timely completion of recommended corrective and preventive actions. Evaluates the overall effectiveness of implemented corrective actions.
  • Develops written comprehensive reports, special event plans, and updates departmental severe weather plans. Responsible for coordinating the development, drafting and disseminating policies, procedures, work instructions and bulletins.
  • Works in cooperation with the Internal Compliance (INCP) Office to assist in the oversight of the corporate Compliance Plan and identification of compliance risks. Supports the implementation of business changes and process improvements.
  • Ensures effective coordination of activities between branches within the respective office of WMATA.
  • Works with department leadership to manage projects, from within the resident office/function, that primarily address the audits of operations. Manages the audit implementation process including the pre-audit document package submittals, personnel scheduling for auditor interviews/inspections, and other point-of-contact duties throughout the life cycle of the audit process.

Other Functions
  • Works with various departments to review manpower availability and selects an appropriate number of work orders for scheduling.
  • Assist in conducting physical inventory of any new or rehabilitated equipment, recording inventory data into the asset management system (i.e. Maximo), and coordinating equipment numbers and serial numbers. Performs inventory induction process, which may involve accessing equipment on or underneath railcars.
  • Optimizes maintenance scheduling analysis by assisting in the gathering of interdepartmental data by running SQL queries and developing reports for maintenance and operation offices.
  • Prepares scheduled maintenance projections for budget planning purposes.
  • Assists Maintenance Planners with procurement of needed parts for kitted jobs, and ensure all non-stock parts are ordered with sufficient lead time to ensure timely delivery at staging for various scheduled work.
  • Visit the field to assure that all job plan steps are being complied with.
  • Serves as backup and support for other Maintenance Planning and Scheduling personnel when they are absent due to vacation, sickness, or special projects.
  • Collaborates with WMATA's internal departments including Quality, Engineering, and all respective maintenance departments.
  • Trains other staff members in work methods and procedures.
