You will serve as the Supervisory Program Development and Legislative Affairs Manager in the Capital Improvements Business Line of NAVAL FACILITIES ENGINEERING COMMAND.

  • You will carry out critical duties in support of the operation of the Program Development and Legislative Affairs Branch and overall DoN and DoD MILCON program.
  • You will provide cradle-to-grave MILCON program and project support throughout the programming, budgeting and execution phases.
  • You will manage the preparation of timely and accurate issuance of MILCON authorizations.
  • You will facilitate the accurate development, production, and timely submission of the DoN MILCON budget estimate justification products to ASN(FMB), OSD, and Congress on behalf of the Budget Submitting Office(BSO).
  • You will manage the preparation and provision of key authoritative programmatic and project reference materials.
  • You will lead the coordination of NAVFAC responses and reclamas to ASN(FMB), ASN(EI and E), OSD, and congressional questions and requests for information regarding DoN MILCON program submissions.
  • You will lead the management, loading, and maintenance of critical MILCON-related information and documents on Command systems.
  • You will lead the MILCON Program Office's Managers' Internal Control Program (MICP).
  • You will serve as the primary NAVFAC Command expert and focal point of DoN MILCON legislative matters and policies and provide accurate, well researched, and timely advice and guidance to NAVFAC, DoN, Navy, and USMC supported commanders.
  • You will promote and lead the development and deployment of new legislation to improve delivery of MILCON projects, including preparation of draft legislation and analysis.
  • You will manage identification and analysis of proposed legislation and policy that impacts DoN MILCON or Capital Improvements.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field - Facilities Engineering - Level III. Certification is required within 24 months of appointment.
  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) providing subject matter expert level input for and/or development of DoN and/or DoD Military Construction (MILCON) projects through programming, budgeting, and execution phases; 2)assisting in the development, production and submission of MILCON budget estimate justification products such as budget books containing DD 1391 Military Construction Product Data documents to be used by the Budget Submitting Office (BSO); 3) loading and maintaining MILCON-related critical information and documents on Command systems for use by MILCON stakeholders; and 4)providing accurate analysis and advice to senior leadership, supported commanders and project teams on MILCON legislative matters regarding appropriations/authorizations, as well as compliance with legislation, congressional intent, policies and standards necessary to execute MILCON programs.
