Responsibilities

The Incumbent is directly accountable to the Chief, Primary Care for daily administrative activities of the Primary Care Service and for monitoring clinical program activities, overall compliance to facility and VISN wide policies. Monitors and evaluates clinical improvements and must have excellent organizational skills and planning ability.

Administrative/Supervisory Responsibilities: -Supervisory responsibility of various disciplines to include advanced practice nurses, administrative staff, physicians, and other disciplines as assigned. The Assistant Chief will be responsible for leave approval, time and attendance, completing performance appraisals, and intervening in labor negotiations. -The Assistant Chief will be primarily responsible for covering in the absence of the Chief of Primary Care and will be responsible for carrying on the service and making administrative and clinical decisions as necessary. -The Assistant Chief will attend administrative meetings as designated.

Clinical Responsibilities (30-50% of time)-Provides a full range of diagnostic services including assessment and the most appropriate therapeutic techniques in providing quality care
.-Performs medical evaluations for a diverse population of patients of males, females, and geriatric, veterans who may also have mentally illness and have psychosocial issues that may include homelessness, unemployment, and poor family support network.
-Provides a full range of therapeutic interventions to units/programs in the Medical Center to which the primary care provider is assigned and has clinical privileges to practice including diagnostic assessment, medication evaluation, and management.
-Order diagnostic tests and consultations to conduct diagnostic assessments, coordinates, consults and triage of specialty clinic referrals.
-May serve as a team leader for projects with responsibilities for outcomes.
-Participates effectively in team meetings and treatment planning conferences and collaborates with multidisciplinary team members that enhances coordination of comprehensive patient care.
-Orders diagnostic tests and consultations, and discriminates between normal and abnormal findings and makes appropriate treatment decisions
-Ensures that the practice of medicine is consistent with Joint Commission, CARF, VA policies and procedures, clinical practice, VISN standards, national statutes and regulations, medical record documentation, mandatory continuing education, and HIPPA policies.
-Participates in supervision and teaching in support of the primary care clinic.
-Performs other directly related duties as assigned.

Work Schedule: Monday-Friday, 8:00AM-4:30PM (weekends, evening and holidays as needed)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2019.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.
  • Physical requirements outlined below.
Preferred Experience: American Board Certified
Clinical supervision and managerial experience.
Clear understanding and knowledgeable of patient ACCESS

Physical Requirements: Incumbent needs to be mobile in that the job requires: sitting, walking, standing, and bending. Work requires trips daily from employee's work-site to other areas throughout the Medical Center.

Annual leave shall accrue for full-time physicians at the rate of 26 days per leave year (1 day per pay period).
