Organizational Location: This attorney position is located in the Office of the Principal Legal Advisor (OPLA), Knowledge Management Division (KMD), Washington, D.C.

Responsibilities

KMD has a broad subject-matter portfolio and is responsible for: (1) assuring that information relating to mission critical issues is available and rapidly developed into knowledge and decision-making processes; (2) tracking and reporting on performance data and metrics to OPLA and ICE leadership; (3) liaising with the ICE Office of the Chief Information Officer (OCIO) on all matters concerning the OPLA portfolio; (4) subject matter expertise in Relativity, OPLA's electronic discovery practice; and (5) training and deployment of new knowledge management capabilities to OPLA.

The duties of the position include:
1. Administration of OPLA's electronic discovery application, Relativity, as described below:
  • Administration and configuration of the Relativity litigation hold application,
  • Administration and configuration in all aspects of Relativity processing, review, analytics and production,
  • Assist and advise attorneys on compliance with the eDiscovery obligations under the Federal Rules of Civil Procedure,
  • Manage day to day administrative tasks related to processing, review and production of electronically stored information,
  • Work closely with the ICE Office of the Chief Information Office (OCIO) to ensure the application meets all mandatory DHS and ICE security requirements and implementing policies and procedures that OCIO mandates as part of the agency's security protocols,
  • Complete administrative tasks in a timely manner to ensure the agency can meet court imposed deadlines and agreed upon production milestones between parties to the litigation;
  • 2. Formulation of responses to data requests from internal and external stakeholders;
    3. Quality control and analysis of OPLA's case management system data at both headquarters and field levels;
    4. Representation of OPLA to outside entities on matters involving data collection and sharing;
    5. Presentation and training to headquarters and field personnel on all OPLA systems (e.g., OPLA's case management system, SharePoint, Relativity).

    Qualifications

    Applicants with fewer than five (5) years of experience practicing law must submit a copy of their law school transcript and grade point average or class ranking as part of the application package.

    Promotion Potential: This position has promotion potential to the GS-15. This position may be filled at the GS-0905-11, GS-0905-12, GS-0905-13, GS-0905-14 or GS-0905-15 grade level. If a selection is made at either grade level, promotion to the next higher level is without further competition. When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

    Trial Period: New attorneys to the Federal government will be required to serve a trial period of 2 years.

    Direct Deposit: All federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.

    In this position, you will become a key member of the legal team for Immigration and Customs Enforcement (ICE), Office of Principal Legal Advisor (OPLA), Knowledge Management Division (KMD) in Washington, D.C.

    KMD's work is fast-paced, regularly with short deadlines, and requires strong research and writing skills. Applicants must possess advanced Relativity skills and expertise. Experience in immigration is preferred but not required. Additionally, strong project management skills are required. Successful candidates will also demonstrate a strong record of professionalism, an ability to collaborate with others, and experience in effectively communicating with internal and external stakeholders.
