Responsibilities

As the Deputy Assistant Secretary of the Army (Review Boards) (DASA (RB)), oversees the timely adjudication of all requests for administrative review of cases submitted to Army Review Boards Agency, guided by law and principles of justice, equity, and compassion. Renders final decisions for and in the name of the SA in the functional areas of clemency, parole, mandatory supervised release, and restoration to duty of military prisoners; involuntary elimination of officers who have appeared before boards of inquiry or are probationary officers; officer resignations for the good of the service in lieu of general court-martial, officer requests for discharge or resignation in lieu of elimination; officer requests for retirement in lieu of elimination; qualitative releases from active duty of officers other than Regular Army officers; conscientious objector cases, officer and enlisted evaluation appeals; suitability evaluations; grade determinations; discharge reviews; the correction of military records; and appeals of disability determinations. Possesses a broad knowledge of statutory, regulatory, and policy requirements related to the missions performed by ARBA, in order to render decisions and to provide expert advice and recommendations to the ASA (M&RA) and the SA. Responsible for the administration of the Army Board for Correction of Military Records (ABCMR), Army Clemency and Parole Board (ACPB), Army Discharge Review Board (ADRB), Army Grade Determination Review Board (AGDRB), Department of the Army Active Duty Board (Qualitative), Army Ad Hoc Board, Army Physical Disability Appeal Board, Army Physical Disability Review Board, Department of the Army Conscientious Objector Board (DACORB), Department of the Army Suitability Evaluation Board (DASEB), Army Officer Special Review Board (OSRB), Army Enlisted Special Review Board (ESRB), Physical Disability Review Board, and such other boards, agencies, and functions as may be assigned by the ASA (M&RA) and the SA. Advises the ASA (M&RA) on projects, issues, studies, and problems of special or particular import or interest to ARBA. Provides verbal and written assessments, as necessary, in assigned areas of responsibility. Administers staff of approximately 148 Agency civilian employees and military personnel. Prepares and executes budget of approximately $22.4 million annually for the operation of ARBA and its boards. Represents the ASA (M&RA) and the SA in meeting with members of Congress and before internal and external groups with interest in or impact on the function or mission of ARBA. Supervisory controls consist of a broad delegation of authority from the Assistant Secretary of the Army (Manpower and Reserve Affairs) (ASA (M&RA)) to act for the Secretary of the Army (SA) on decisional matters arising from the function of the Army Review Boards Agency (ARB). Exercises broad latitude and discretion in the exercise of responsibility for the leadership, administration, management, and representation of ARBA. The ASA (M&RA) provides general policy guidance and direction. Work is reviewed and evaluated primarily for achievement of organizational objectives and overall mission accomplishment.

CONDITIONS OF EMPLOYMENT
You must be a U.S. citizen to be eligible for this position.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • Two year trial/probationary period may be required. You will serve a two-year probationary period unless you have previously completed the probationary period in the SES.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.

  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter.
  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army.


Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package (Resume and Technical Qualifications).

*** TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 pages per TQ using 12pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ 1: Knowledge of, and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills.

MTQ 2: Demonstrated experience in applying liberal consideration when reviewing/adjudicating multi-faceted personnel records such as evaluations, promotions, awards, discharges and eliminations and other Uniform Code of Military Justice actions.

You will be evaluated on the quality and extent of your total accomplishments and experience.

Your resume will be evaluated by an SES rating and ranking panel, and afterwards, highly qualified candidates will undergo the Structured Interview process.

The Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur.
