Summary

This position is part of the R9-Assistant Director-NWRS. As a Physical Security Specialist you will be responsible for developing, managing and implementing the Service's emergency management and physical security program.

Responsibilities

Identifies and monitors critical and vulnerable facilities and vital records. Continually assesses operations and practices across the Service and works with the Security Advisory Team to develop new or improved practices and procedures, as needed. Coordinates and evaluates emergency preparedness exercises, tests and makes recommendations for improvement, and takes corrective action based on lessons learned.

Develops long-range plans for the Service's physical security and emergency management programs by conducting studies and preparing forecasts for consideration by the Chief of Emergency Management and Physical Security, Division Chief, Service Directorate, and key Departmental officials highlighting areas of vulnerability and recommending corrective action.

Serves as a liaison to the Department of interior's Office of Security, Office of Emergency Management, as well as other DOI Bureaus, and other Federal, tribal, state, and local entities.

Serves as a backup to the Chief of Emergency Management and Physical Security on Departmental and inter-agency groups, including but not limited to the Security Advisory Council and the Emergency Management Council. Assists with issues related to continuity of operations and homeland security.

Assists in providing oversight of the Service's Continuity of Operations (COOP) programs, preparing and maintaining the Service Continuity of Operations Plan (COOP), and assuring continuity of Service's mission essential functions and facilities in times of emergencies.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability for leading and/or overseeing a complex emergency management program; providing advice and guidance to high level officials involving emergency management, or physical security and experience dealing and/or negotiating with varied groups, individuals, and other Federal, State and local agencies..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
1.
Mastery knowledge of emergency management and physical security programs and policy requirements in order to establish and provide policy oversight, and serve as a technical authority for the Service's Emergency Management and Continuity of Operations (COOP), as well as coordination of the Service's Physical Security Program.
2. Mastery knowledge of emergency management and physical security program interrelationships in order to lead or participate as a technical expert in interagency study groups for resolving problems in existing and planned emergency management responses and physical security programs requiring innovative decisions.
3. Mastery knowledge of emergency and physical security management concepts, principles and practices to advise senior level Service officials; to recommend methods on new developments and advances for enhancing efficiency of emergency and physical security management responses; to develop long range plans and requirements for major Service and inter-agency emergency and physical security management projects; and to implement national level guidance in Service standards, guidelines, or policies for major emergency and physical security management programs.
4. Comprehensive knowledge of the integration of Service and Department physical security issues as a function of the daily operations of the Service.
5. Ability to plan, conduct, and evaluate table-top and practical exercises within the Service for COOP and emergency response
