Responsibilities

What Does an Architect do? As an Architect at the IRS, you will use your design skills and technical background to provide expert technical advice to the IRS on a variety of projects. You will manage design projects and advise management concerning major aspects of technical alteration and construction projects.

What is the FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION? FMSS customers are IRS employees. FMSS identifies and delivers value-added, cost efficient, shared service solutions, that facilitate the success of the IRS mission.

As an Architect you will:

• Analyze, plan, program, manage and coordinate projects by developing scopes of work, preparing designs and specifications, creating functional impact analyses, developing feasibility studies, project schedules and cost and budget estimates
• Review and evaluate design submissions, contract specifications and cost proposals, submitted by contractors for completeness, accuracy, and adherence to IRS standards and codes; monitor contractor performance
• Conduct field investigations and inspect construction progress
• Provide technical advice to field and/or headquarter offices
• Prepare and present status reports on assigned projects or components of larger projects.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT: A. Bachelor's or higher degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1.Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2.Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam.
3.Specified Academic Courses: Successful completion of at least 60 semester hours in the physical, mathematical, and engineering sciences and in engineering, which included the courses, specified in paragraph A (2) above. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
4.Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, such as physics, chemistry, architecture, computer science, mathematics, or hydrology may be accepted in lieu of a degree in engineering, provided the education was supplemented by at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the above, you must meet the requirements described below:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrates accomplishment of construction and renovation projects that required a comprehensive knowledge of architectural and project management principles and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you have analyzed a number of alternative approaches in the process of advising management about the planning and monitoring of construction and/or renovation projects. This includes all phases from planning through completion and includes developing scopes of work, budgets and timelines and selecting and monitoring of contractors.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.
