Summary

About the Position: Located at the Ft Belvoir Community Hospital (FBCH) in Ft Belvoir, VA. As emergency management (EM) planner and Emergency Manager of the Medical Treatment Facility (MTF), responsible for the development of both the hospital and the medical portions of the Emergency Operations Plan. Oversees the MTFEM program and emergency operations plan (EOP).

Responsibilities

  • Develops, writes and evaluates plans and procedures to mitigate, prepare for, respond to, and recover from potential hazards.
  • Provides administrative and operational support for the MTF's all hazards emergency management program, in accordance with regional policies and the Joint Commission.
  • Duties include mitigation, preparedness, response, recovery, and management of the EOP.
  • Oversees the annual comprehensive review of the EOP and plans and evaluates emergency preparedness drills and exercises.
  • Serves as the central point of contact for the MTF emergency planning and for coordinating public health and medical support to installation, local, or regional emergency response requirements.
  • Develops near term or "just in time" contingency plans (i.e. Pandemic and/or Endemic Diseases, etc.).
  • Directs the establishment of objectives, the development of plans, and the evaluation of EM exercises and drills, in accordance with policies and accreditation standards.
  • Provides education and training relative to EM concepts, principles, and staff roles/responsibilities.
  • Monitors and evaluates EM plans of hospital wards, clinics, departments, and outlying health clinics to ensure support of organizational objectives.
  • Develops Hospital Incident Command System (HICS) organization structure for command approval, maintains HICS documents, and conducts/monitors HICS training.
  • Prepares situation reports (SITREPS), after action reports, evaluations, corrective action lists, and performance improvement plans.
  • Upon activation, assists in establishing the Hospital Operations Center (HOC) and serves as HICS Planning Section Chief.
  • Coordinates with EM planner at higher headquarters, installation, regional, state, and hospital alliance levels to promote information-sharing and interoperability.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: providing emergency management support to include mitigation, preparedness, response, and recovery at a medical treatment facility; conducting emergency management studies, such as needs assessment, performance improvement planning, and corrective action; and evaluating emergency management plans and exercises.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must qualify on experience alone.
