Background ASSYST is looking for a Program Manager to support our client in Laurel, MD, who is one of the nations largest and most acclaimed water wastewater utilities. Our client is in the middle of a major technology transformation. To this end, They are in the process of decommissioning legacy systems and deploying robust enterprise solutions to assist with meeting the mission of the Commission. The Information Technology (IT) Team is seeking to hire a consultant to assist with financial analysis. This position is responsible for financial planning, analysis, and projections of enterprise-wide IT projects, that would allow them to make well-informed business decisions. The Program Manager or Subject Matter Expert should be able to determine the best use of resources to achieve project objectives. Heshe will be expected to produce regular reports using financial data and work collaboratively across the Project Teams to analyze project performance and strategy. Job DutiesResponsibilities Assist IT Project Managers in developing project schedules and budgets. Analyze current and past financial data, perform variance analysis, identify trends, and make recommendations for improvements. Evaluate financial performance by comparing and analyzing actual results with plans and forecasts. Ensure that the projects adhere to an appropriate structure and costs budget. Provide project variance analysis where appropriate. Administer and identify all issues related to project budget variances and notify Project Team of potential risks. Maintain effective systems and processes to enable the accurate recording of all project costs including purchase order accruals, labor hours, travel expenses, etc. Evaluate project contracts to identify important financial terms and prepare report for management. Perform review on all actual and planned resources and report discrepancies to IT Project Manager. Timely production of financial project review reports, monthly project financial commentaries, budgets and forecasts. Ensure project financial results, risks and opportunities are critically reviewed and challenged. Ensure that project risks and opportunities, mitigation plans, and savings plans are properly calculated and disclosed at the project reviews. Responsible for ensuring that costs to complete and their assumptions are properly supported and disclosed. Ensure that project financial forecasts are aligned with project deliverables. Provide ongoing financial advice and support to the IT Project Managers and their team. Responsible for the timely and accurate recording, preparation and presentation of project financial information. Support the Section Manager, IT Finance and Contracts in the preparation of the monthly project actuals, forecasts and variance reports. Attend all meetings where discussions will directly or indirectly impact budget requirements and forecasts for IT projects. Increase productivity by developing automated reportingforecasting tools. Identify and drive process improvements, including the creation of standard and ad-hoc reports, tools, and dashboards. Prepares and presents oral, written, and other financial analytical reports as requested and prepares and updates public informational materials related to IT projects Prepares special reports as needed and Performs other related duties as required. REQUIRED KNOWLEDGE, SKILLS, ABILITIES Strong data gathering and quantitative competency Expert-level analytical and financial modeling skills Considerable knowledge of the preparation and presentation of reports containing financial information and data Knowledge and skill in MS office software- Word, Excel, Outlook, Project Advanced knowledge of Excel Ability to analyze and interpret financial data, draw conclusions and prepare clear and concise reports and recommendations Strategic thinking Great presentation skills, including ability to present to senior executives Excellent time management and organizational ability Ability to build productive relationships at all levels inside and outside the organization Ability to multitask and meet constant deadlines Ability to streamline functions MINIMUM EDUCATION EXPERIENCE REQUIREMENTS Bachelor s degree in AccountingFinanceEconomics 8 + years of business finance or other relevant experience Strong fluency with Microsoft Excel formulas and functions Strong analytical and data-gathering skills Proficiency in financial modeling techniques Proven work experience in a quantitatively-heavy role Strong quantitative and analytical competency Self-starter with excellent interpersonal communication and problem-solving skills We are proud to offer a robust benefits package including medical, dental, vision, 401(k) retirement plan, employee stock ownership plan, disability insurance, flexible spending accounts and more in order for our employees to maintain a secure worklife balance.
