Responsibilities

BOEM's Office of Environmental Programs (OEP) is responsible for assessing the environmental impact of OCS development and providing guidance concerning the place, time, and nature of activities to be authorized. The Program informs decision-makers and the public about potential environmental impacts of OCS energy and mineral resource development, how to prevent or mitigate those impacts, and how to monitor impacts and measures for environmental protection.

Reporting to the Business Manager, the incumbent performs a broad range of administrative functions supporting the day-to-day operations of OEP. This position also serves as the Chief of Staff to the Chief Environmental Officer (CEO) in OEP. The incumbent focuses on developing and maintaining productive relationships with other organizational elements of the Bureau, Department, officials from other branches of the Federal Government, and officials of State, local and Tribal governments. The role of the incumbent is that of an advisor in policy, determining issues and related matters of a confidential nature.

Major Duties : ( The duties described reflect the full performance level of this position.)

At the full performance level of GS-14, the major duties of this position include, but are not limited to the following:

(1) Serve as the principal advisor to the Chief Environmental Officer and Business Manager on a wide variety of strategic objectives and operational issues essential to organizational effectiveness and success in achieving OEP's mission.

(2) Provide advice, guidance and support on cross-functional initiatives, policies and procedures, organizational priorities, and management and internal controls.

(3) Establish and oversee the OEP Training Program.

(4) Respond to external and internal data calls.

(5) Review and draft correspondence and reports for the CEO and Business Manager, ensuring that information is technically correct and of high quality.

(6) Provide advice, prioritize activities and make decisions on the CEO's external and internal schedules including overall coordination of meetings and travel.

(7) Help develop and implement new procedures to improve operational effectiveness.

(8) Represent the Business Manager, CEO, Bureau or Department at meetings and conferences related to administrative and environmental issues.

BOEM has determined that the duties of this position are suitable for telework (within the local commuting area) and the selectee may be allowed to telework with supervisor approval.

Salary Range Information:

GS-13: $99,172-$128,920 per annum.

*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

Minimum Qualification Requirements :

To qualify for this position you must meet the specialized experience.

Specialized Experience

To qualify at the GS-13 level, you must have at least one FULL year specialized experience equivalent to at least the GS-12 grade level. Specialized experience is that which equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as:
  • Experience independently supporting Senior Executive level management in carrying out duties and providing authoritative advice to executive level management, staff and/or leadership on special projects;
  • Experience briefing management officials on matters concerning new business processes;
  • Experience performing or reviewing diverse analytical and evaluative studies involving agency programs;
  • Experience drafting technical documents in conformance with organizational policy; and
  • Experience managing training, internal controls, financial assistance or procurement processes.

  • Must meet all five.
