Responsibilities

As an Administrative Officer, you will:
  • Provide a wide range of administrative management liaison services to support human resources and administrative activities with a wide range of complexities for an assigned area or areas; develop and draft positions descriptions, SF-52s (Request for Personnel Action), job analyses, and a variety of staffing actions and related request packages.
  • Assist with planning and/or coordination of office moves and other facility improvements that require extensive coordination of property, services, and facilities such as furniture, equipment, telephones, and short-term storage.
  • Provide advice and guidance to managers and employees on questions and situations that arise related to new or existing USAID policies, procedure, regulations and administrative services, budgetary constraints, and work priorities.
  • Serve as an administrative point-of-contact or alternate on timekeeping (Webta) and/or on security clearance and badging activities.
  • Represent the Bureau on both intra- and inter-agency working groups on matters relevant to the functions of the office; you may serve as a COR/AOR or alternate.
  • Serve as a liaison with partner offices such as Human Resources, Security, Travel, Budget, Information Security, Badging to support administrative and management activities of a complex or specialized nature for assigned areas.

Time in grade requirements must be met by the closing date of this announcement. This means you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Qualifications

GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) experience assisting with coordinating administrative and management functions for a work unit; (b) providing assistance to Hiring Managers and a Human Resources Office in the preparation of recruitment and staffing actions, i.e., drafting Federal positions descriptions, scopes of work, job analyses, assessment questions; (c) performing property and facilities management functions; and (d) serving as a liaison with other administrative offices and collaborating partners such as the Office of Security and Enrollment and serving as a time keeper.

GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) serving as a primary point of contact and liaison in the completion of administrative and management functions for multiple assigned areas or offices; (b) coordinating and drafting personnel actions and other human resources related request packages, including developing and drafting Federal positions descriptions and other scopes of work, drafting job analyses, assessment questions; and (c) performing property and facilities management functions and serving as a liaison with the Office of Security and serving as a time keeper.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

ICTAP/CTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
