Summary

The primary purpose of the position is to provide administrative support essential to the direction and operation of the Office of the Chief Nurse Executive and Nursing Service. The incumbent performs miscellaneous clerical tasks, timekeeping functions for Nursing Service, and assists with duties to facilitate the work of Nurse Managers, Associate Chief Nurses, Deputy Chief Nurses, and/or the Chief Nurse Executive when appropriate.

Responsibilities

Duties include, but are not limited to:
  • Prepares and submits time, attendance, payroll, and training utilizing current forms and automated systems.
  • Conducts spot checks and ensures training records and files comply with organization policies and accreditation standards.
  • Processes purchase req1uests for supplies and equipment to support office and team functions.
  • Reads and interprets directives and instructional material pertaining to administrative and clerical procedures in order to stay informed on changes, new and/or amended procedures for such matters as preparation and processing of correspondence, reports, forms, filing, and computer techniques.
  • Provides guidance and assistance to other personnel in implementing changes and new or revised procedures.
  • Recommends changes in administrative policies and devises office procedures and practices.
  • Produces a variety of correspondence containing specialized information and terminology, recurring reports, charts, and statistical data utilizing various types of software including word processing, spreadsheet and database applications, file management and control, electronic mail, communications, and calendars in accordance with applicable regulations, business practices, and established guidelines.
  • Edits copy for grammatical correctness, clarity of thought, and proper format.
  • Processes drafts, worksheets, and memorandums in final form.
  • Makes necessary arrangements for conferences and meetings, including space, time, people, etc.
  • Assembles background and conference material for supervisor's use.
  • Attends meetings and conferences, taking summary notes of proceedings.
  • Prepares minutes for meeting or conferences for distribution to the participants when requested.
  • Drafts replies to general inquiries not requiring a technical knowledge of the program.
  • Receives calls and visitors, and based on knowledge of programs and operations, personally handles calls of a routine nature, and refers others to appropriate personnel.
  • Reviews, monitors and advises management on matters concerning personnel actions and services.
  • Responsible for compiling, publishing and distributing work area newsletter with content input from division chiefs and other leadership on a recurring basis.
  • Produces varied administrative reports, technical papers, correspondence or written documents which may require incumbent to integrate data from different software or other sources into a single document.
  • Manipulates spreadsheets with sorting and calculation functions.
  • Inputs information into local and centralized databases and information systems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/09/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Preparing and submitting time, attendance, payroll, and training utilizing current forms and automated systems;
    • Maintaining, advising, analyzing and reporting data relating to time and leave records and sick leave use;
    • Receiving calls and visitors, and based on knowledge of programs and operations, personally handling calls of a routine nature, and referring others to appropriate personnel;
    • Providing internal personnel services, including: maintaining personnel records/files, preparing personnel documents, and processing personnel actions;
    • Producing a variety of correspondence containing specialized information and terminology, recurring reports, charts, and statistical data utilizing various types of software.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Preferred Experience: Experience within the last 3 years within medical setting; Experience with timekeeping for a large unit; Demonstrated customer service skills.

Physical Requirements: Work is mainly sedentary; may include some walking, bending, stooping and carrying of light papers. The work is normally performed in an office setting but the location of the office may be in an area where patient care is performed. The work area is adequately lighted, heated, and ventilated.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
